LEGISLATIVE  RESOLUTION  honoring  Ruth  and  Rafael Fouzailoff upon the
occasion of their designation as recipients of the Tribute Award by  the
Aleh Foundation

WHEREAS,  It  is  incumbent  upon the people of the State of New York to
recognize and acknowledge those within our midst who have  made  signif-
icant contributions to the quality of life therein; and
  WHEREAS, This Legislative Body is justly proud to honor Ruth and Rafa-
el  Fouzailoff  upon  the occasion of their designation as recipients of
the Tribute Award by the Aleh Foundation, to be celebrated at  its  29th
Anniversary  Awards  Dinner  Ceremony  on Wednesday, May 8, 2013, at the
Museum of Jewish Heritage in New York City; and
  WHEREAS, Rafael Fouzailoff was born in Israel to his parents Yuda  and
Tamara  Fouzailoff,  successful  diamond  dealers; he studied at NYU and
graduated with honors; and
  WHEREAS, The founder and artistic designer of JB Star, Rafael  Fouzai-
loff  is  a  visionary  leader  with a passion for precision; JB Star is
about passion, dedication and striving for excellence; and
  WHEREAS, Rafael and Ruth  Fouzailoff  incorporate  their  passion  and
dedication  to  Aleh's  disabled children and are pleased to accept this
esteemed honor in loving memory of Ruth's father OB"M Yaacov Baruch  ben
Moshe and Rachel ha' Cohen; and
  WHEREAS,  Ruth Fouzailoff graduated from NYU, Miami National Universi-
ty, and Culinary School, as well as Holistic Health;  for  the  past  20
years,  she has volunteered her time and energies at Sloan Kettering and
Cornell Hospital; and
  WHEREAS, Ruth and Rafael Fouzailoff are supporters of the Aleh Founda-
tion and attended many functions in  New  York,  enabling  the  disabled
children in Israel to get the best care and the most sophisticated ther-
apies in four cites in Israel; and
  WHEREAS,  They  are involved in many charitable causes and are distin-
guished members of Congregation Kahal Adath Jeshurin, Saffra  Synagogue,
The Morrocan Synagogue, Park East Synagogue, and more; and
  WHEREAS,  Ruth  and  Rafael  Fouzailoff are the proud parents of three
beautiful daughters, Shellie Natali, Orli Aliza and Talia Judit, who are
students in Ramaz school; and
  WHEREAS, Ruth's father, Yaacov Baruch Cohen was  born  and  raised  in
Israel;  his  life  ideals represented kindness, compassion, and love to
all of humanity; he married Aliza Cohen, a successful teacher and raised
three wonderful children, Moshe, Raquel and Ruth; together they operated
a successful textile business, Tri Tetill, and continued their  business
when they moved to Caracas, Venezuela; and
  WHEREAS, Mr. Cohen's exuberance towards chesed was of paramount impor-
tance  and  an  essence  of  his  being; he was a modest man and quietly
established a fund for many poor families as well as orphans and widows;
and
  WHEREAS, In 1980 when he became  ill,  he  moved  to  Miami,  Florida;
together  with  his  wife,  they continued helping others even though he
himself was suffering for many years; and
  WHEREAS, Compassionate friends to the Aleh Foundation, Ruth and Rafael
Fouzailoff are honored to participate and accept  a  tribute  in  loving
memory of Yaacov Baruch son of Moshe ha'Cohen; and
  WHEREAS,  True assets to society, Ruth and Rafael Fouzailoff's distin-
guished records merit the recognition and  respectful  tribute  of  this
Legislative Body; now, therefore, be it
  RESOLVED,  That  this  Legislative  Body pause in its deliberations to
honor Ruth and Rafael Fouzailoff upon the occasion of their  designation

as  recipients  of  the  Tribute Award by the Aleh Foundation; and be it
further
  RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Ruth and Rafael Fouzailoff.
