LEGISLATIVE  RESOLUTION  honoring Terrence L. Roche upon the occasion of
being selected as the 2013 Carthage Citizen of the Year

WHEREAS, It is the custom of this Legislative Body  to  pay  tribute  to
citizens  of  the  State  of New York whose lifework and civic endeavors
served to enhance the quality of life in their communities and the great
State of New York; and
  WHEREAS, This Legislative Body is justly proud to  honor  Terrence  L.
Roche  upon  the occasion of being selected as the 2013 Carthage Citizen
of the Year; and
  WHEREAS, Terrence L. Roche is a retired United  States  Army  Colonel,
and former Fort Drum Garrison Commander; and
  WHEREAS, Terrence L. Roche exemplifies the terms citizenship, achieve-
ment, leadership, dedication and motivation which characterize a Citizen
of the Year; and
  WHEREAS,  This  outstanding man has been a member of the boards of the
Alcohol and Substance Abuse Council of Jefferson  County,  the  Carthage
Central  School  District  Board  of Education, the Carthage Coordinated
Development  Group,  the  former  Economic  Development  Corporation  of
Carthage,  the  Greater Watertown-North Country Chamber of Commerce, the
Jefferson Community College Foundation,  the  North  Country  Affordable
Housing  Corporation,  the United Way of Northern New York, and WPBS-TV;
and
  WHEREAS, Furthermore, Terrence L. Roche served as co-chairman  of  the
Watertown  Mayor's  Ball,  along  with  his wife, Maria, in 2001, and is
currently active with  the  American  Heart  Association,  the  Carthage
Development  Group, the Carthage Industrial Development Corporation, the
Fort Drum Regional Liaison Organization, the Knights  of  Columbus,  and
the Rotary Club of Watertown, as well as with St. James Catholic Church;
and
  WHEREAS,  Terrence  L.  Roche  has  been  recognized  as a Paul Harris
Fellow, which designates a leadership donor to  the  Rotary  Foundation;
and
  WHEREAS, He also chaired the Purple Heart Scholarship Committee, which
awards funds to Purple Heart recipients and their dependents; and
  WHEREAS,  It  is  the  sense  of  this Legislative Body that those who
enhance the well-being and vitality of their community and have shown  a
long  and  sustained  commitment to excellence certainly have earned the
recognition and applause of all the citizens of this great Empire State;
now, therefore, be it
  RESOLVED, That this Legislative Body pause  in  its  deliberations  to
honor  Terrence L. Roche upon the occasion of being selected as the 2013
Carthage Citizen of the Year; and be it further
  RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Terrence L. Roche.
