LEGISLATIVE RESOLUTION commending the Northern Manhattan Civilian Obser-
vation Patrol for their commitment to serving their community

WHEREAS,  It is the sense of this Legislative Body to publicly recognize
those civilian groups which volunteer their  time  for  the  welfare  of
their  communities, acting in cooperation with law enforcement personnel
in the interest of maintaining public safety; and
  WHEREAS, Attendant to such concern, and in full accord with its  long-
standing  traditions,  this  Legislative Body is justly proud to commend
the Northern Manhattan Civilian Observation Patrol for their outstanding
service to the community; and
  WHEREAS, The Northern Manhattan Civilian Observation Patrol (NMCOP), a
group of neighbors, has come together in an effort to  make  the  Inwood
community of Manhattan a safer place for all citizens; and
  WHEREAS,  The Northern Manhattan Civilian Observation Patrol, in part-
nership with the 34th Precinct of the New York City  Police  Department,
is  a network of trained and dedicated volunteers who give their time to
improving the safety  of  the  community  through  walking  patrols  and
promoting civic engagement among citizens; and
  WHEREAS,  The  Northern Manhattan Civilian Observation Patrol has also
created a forum in which community members  can  openly  discuss  issues
within  the  community and collectively develop solutions to improve the
entire area as a whole; and
  WHEREAS,  The  Northern  Manhattan  Civilian  Observation  Patrol  has
fostered  a sense of unity and community empowerment in the Inwood area;
and
  WHEREAS, Public order and civility on the streets of  our  communities
is  certainly advanced by the civic-mindedness of community groups, such
as the Northern Manhattan Civilian  Observation  Patrol,  that  organize
effective and diligent neighborhood crime watches; now, therefore, be it
  RESOLVED,  That  this  Legislative  Body pause in its deliberations to
commend the Northern Manhattan Civilian  Observation  Patrol  for  their
commitment  to  serving  their community, recognizing that their willing
exercise of leadership in the service of community security is a  sacri-
fice of personal time and safety; and be it further
  RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to the Northern Manhattan Civilian Observation Patrol.
