LEGISLATIVE  RESOLUTION  commending Penny A. Haynes upon the occasion of
her designation as a recipient of the 2013 Woman of Achievement Award by
the YWCA of Schenectady

WHEREAS, It is the sense of this Legislative Body to take  note  of  and
publicly  acknowledge  individuals  who  have  distinguished  themselves
through their exemplary careers, accomplishments, and  purposeful  lives
of service to their community; and
  WHEREAS,  Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly  proud  to  commend
Penny  A.  Haynes upon the occasion of her designation as a recipient of
the 2013 Woman of Achievement Award by the YWCA of Schenectady; and
  WHEREAS, Penny A. Haynes received this most prestigious honor  at  the
30th  Annual  Women  of  Achievement  Celebration on Thursday, April 18,
2013, at Glen Sanders Mansion in Scotia, New York; and
  WHEREAS, A woman of singular distinction, Penny Haynes has been called
upon to contribute her time and talents to countless endeavors  and  has
always given of herself unstintingly; and
  WHEREAS,  Penny  Haynes is Vice President of Academic Affairs at Sche-
nectady County Community College; she earned her associate  degree  from
Broome  Community  College  in  1983  and  later received her bachelor's
degree from SUNY Oneonta, and subsequently earned  her  Master's  degree
from Binghamton University; and
  WHEREAS,  After  many  years  of teaching and administrative work, Dr.
Haynes decided to again  return  to  school  and  enrolled  in  Teachers
College  of Columbia University where she earned her doctorate in organ-
izational learning and leadership:  adult  education;  her  interest  in
helping   women  succeed  drove  her  to  research  "Women's  Supportive
Relationships at a Two-Year College"; she  completed  her  Doctorate  in
2005; and
  WHEREAS,  Dr.  Haynes  has been involved in many activities throughout
her career and has been affiliated  with  local  Chambers  of  Commerce;
currently, she serves on the board of directors of the Southern Saratoga
County  Chamber  of Commerce and is a member of its executive committee,
serving as secretary; and
  WHEREAS, During her tenure at  Schenectady  County  Community  College
(SCCC),  Dr.  Haynes  has guided the institution in its effort to expand
its academic programming to meet emerging needs of  the  community;  she
has  overseen  the  development  and  implementation of programs in such
fields as storage battery  technology,  alternative  energy,  nutrition,
criminal  justice, medical coding and billing, casino gaming and manage-
ment, and others; and
  WHEREAS, Dr. Haynes has  been  a  strong  advocate  of  the  College's
Internship  for  the Development of Minority Faculty and is pleased that
during her tenure, three interns have been hired at  the  College  as  a
result of their participation in the programs; and
  WHEREAS,  Dr. Haynes is also proud of the fact that SCCC has attracted
female faculty members in fields nontraditional to their gender in areas
such as nanotechnology, chemistry, and  aviation;  she  understands  the
importance they serve as role models for SCCC students; and
  WHEREAS,  Dr. Penny Haynes has continually demonstrated extreme compe-
tence, extraordinary intelligence and diligent leadership in her  unwav-
ering service to her community and profession; and
  WHEREAS,  It  is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought  to  our  atten-
tion,  they  should  be celebrated and recognized by all the citizens of
the great State of New York; now, therefore, be it

  RESOLVED, That this Legislative Body pause  in  its  deliberations  to
commend Penny A. Haynes upon the occasion of her designation as a recip-
ient  of the 2013 Woman of Achievement Award by the YWCA of Schenectady;
and be it further
  RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Penny A. Haynes.
