LEGISLATIVE RESOLUTION honoring Trooper Michael A. Bianco upon the occa-
sion  of  his designation as recipient of the Superintendent's Commenda-
tion Award on May 16, 2013

WHEREAS, The quality  and  sanctity  of  community  life  are  cherished
values,  worthy of safeguarding; this Legislative Body is moved to honor
those who preserve and protect such values, lauding  particularly  their
unwavering  courage  and  dedication  in  the daily performance of their
duties; and
  WHEREAS, This Legislative Body is justly proud to honor Trooper Micha-
el A. Bianco, of Troop K in Dover Plains, New York, upon the occasion of
his designation as recipient of the Superintendent's Commendation  Award
to  be  celebrated  at the 37th Annual New York State Police Superinten-
dent's Commendation and Awards Day Ceremony on May 16, 2013; and
  WHEREAS, Michael A. Bianco, a Trooper since September 26,  2005,  will
receive  this prestigious award in recognition of his outstanding police
work; and
  WHEREAS, On May 6, 2012, Trooper Michael A. Bianco  along  with  other
law  enforcement  members responded to a report of a partially submerged
vehicle in Wappinger Creek in the Town of Clinton, with a person trapped
inside; and
  WHEREAS, Upon arrival, Trooper Michael A. Bianco  found  a  distraught
man, attempting to get his 16 year-old nephew out of the submerged vehi-
cle;  Bianco  and  two other Troopers lifted the vehicle into an upright
position where rescue equipment was then used to  free  the  unconscious
male; and
  WHEREAS, Upon the sight of his nephew's body removed from the vehicle,
the  Uncle  fainted  and  was quickly swept away by the current; without
hesitation, Trooper Michael A. Bianco swam after him, secured him  in  a
cross-chest hold, and safely brought him back to shore; and
  WHEREAS,  In  keeping with the finest traditions of the New York State
Police, Trooper Michael A. Bianco has distinguished himself by his exem-
plary achievement and outstanding performance on behalf of the community
he so faithfully and courageously serves; and
  WHEREAS, The dedicated efforts of public  servants,  such  as  Trooper
Michael  A.  Bianco, who unselfishly devote their lives to the preserva-
tion of order and the protection of others are worthy of the full praise
of this Legislative Body and the people of the State of New  York;  now,
therefore, be it
  RESOLVED,  That  this  Legislative  Body pause in its deliberations to
honor Trooper Michael A. Bianco upon the occasion of his designation  as
recipient  of the Superintendent's Commendation Award at the 37th Annual
New York State Police Superintendent's Commendation and Awards Day Cere-
mony on May 16, 2013; and be it further
  RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Trooper Michael A. Bianco.
