LEGISLATIVE  RESOLUTION  honoring  Acting Senior Investigator Raymond A.
Planty upon the occasion of his designation as the recipient of  a  2012
Superintendent's  Commendation  Award  at the 37th Annual New York State
Police Awards Day Ceremony on May 16, 2013

WHEREAS, The quality  and  sanctity  of  community  life  are  cherished
values,  worthy of safeguarding; this Legislative Body is moved to honor
those who preserve and protect such values, lauding  particularly  their
unwavering  courage  and  dedication  in  the daily performance of their
duties; and
  WHEREAS, Attendant to such concern, and in full accord with its  long-
standing  traditions,  this  Legislative  Body  is justly proud to honor
Troop B Narcotics Enforcement Unit Acting Senior Investigator Raymond A.
Planty, of Tupper Lake, New York, upon the occasion of  his  designation
as the recipient of a Superintendent's Commendation Award; and
  WHEREAS, A Trooper since October 2, 1989, he will receive the award in
recognition  of  his outstanding police work at the 37th Annual New York
State Police Superintendent's Commendation and Awards Day  Ceremony,  to
be  held at the New York State Police Academy in Albany on Thursday, May
16, 2013; and
  WHEREAS, Acting Senior Investigator Raymond A.  Planty  was  nominated
for  this  high  honor for his exceptional dedication, perseverance, and
successful investigation of a homicide case; and
  WHEREAS, On November 17, 2010, a 21-year old was reported missing; for
two months, numerous leads were investigated by the Troop B BCI  includ-
ing the Troop B Violent Crimes Investigation Team (VCIT); and
  WHEREAS, On January 21, 2011, Troop B VCIT adopted the case and Inves-
tigator  Planty  was  assigned  as the case Investigator; throughout the
remainder of the year, Investigator Planty and the Troop B VCIT  contin-
ued a methodical investigation; and
  WHEREAS, On February 1, 2012, buried human remains subsequently deter-
mined  to be those of the 21 year old who went missing two years earlier
were recovered in the Town of Norfolk, St. Lawrence  County,  New  York;
and
  WHEREAS,  In  keeping with the finest traditions of the New York State
Police, Acting Senior Investigator Raymond A. Planty  has  distinguished
himself  by  his  exemplary  achievement  and outstanding performance on
behalf of the community he so faithfully and courageously serves; and
  WHEREAS, The dedicated efforts of  public  servants,  such  as  Acting
Senior  Investigator  Raymond  A.  Planty,  who unselfishly devote their
lives to the preservation of order and  the  protection  of  others  are
worthy of the full praise of this Legislative Body and the people of the
State of New York; now, therefore, be it
  RESOLVED,  That  this  Legislative  Body pause in its deliberations to
honor Acting Senior Investigator Raymond A. Planty upon the occasion  of
his  designation  as  the  recipient  of a Superintendent's Commendation
Award on May 16, 2013; and be it further
  RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Acting Senior Investigator Raymond A. Planty.
