LEGISLATIVE  RESOLUTION  honoring  Investigator Jason J. Pelkey upon the
occasion of his designation as the recipient of a 2012  Superintendent's
Commendation  Award  at the 37th Annual New York State Police Awards Day
Ceremony on May 16, 2013

WHEREAS, The quality  and  sanctity  of  community  life  are  cherished
values,  worthy of safeguarding; this Legislative Body is moved to honor
those who preserve and protect such values, lauding  particularly  their
unwavering  courage  and  dedication  in  the daily performance of their
duties; and
  WHEREAS, Attendant to such concern, and in full accord with its  long-
standing  traditions,  this  Legislative  Body  is justly proud to honor
Investigator Jason J. Pelkey, of the Troop B Narcotics Enforcement Unit,
upon the occasion of his designation as the recipient of  a  Superinten-
dent's Commendation Award; and
  WHEREAS,  A  Trooper  since June 3, 2001, he will receive the award in
recognition of his outstanding police work at the 37th Annual  New  York
State  Police  Superintendent's Commendation and Awards Day Ceremony, to
be held at the New York State Police Academy in Albany on Thursday,  May
16, 2013; and
  WHEREAS,  Investigator Jason J. Pelkey was nominated for this honor in
recognition and appreciation of his  exceptional  dedication,  persever-
ance,  and  successful investigation of the Dale S. Jarvis Sr. Homicide;
and
  WHEREAS, On June 19, 2012, an  investigation  was  commenced  after  a
confidential  source  provided  information  that a Chateaugay, New York
resident might be a missing  person;  the  information  resulted  in  an
extensive investigation and the successful conclusion of a homicide case
in which Investigator Pelkey participated; and
  WHEREAS,  During  the  course  of  his  duties  as a member of Troop B
Narcotics Enforcement Unit, Investigator Pelkey debriefed a confidential
source who provided him  with  information  about  a  potential  missing
person; and
  WHEREAS,  Based on the information provided, Investigator Pelkey noti-
fied the SP Malone Unit and conducted further follow  up  investigations
in an effort to verify the information provided; and
  WHEREAS,  As  a  result of this information and the follow up investi-
gation by Investigator Pelkey, further information was developed; and
  WHEREAS, The case was subsequently assigned to  the  Troop  B  Violent
Crimes Investigation Team; and
  WHEREAS,  Based  on  the  evidence  obtained  during the course of the
investigation, a search warrant for the  Jarvis  property  was  obtained
and, during the search, the remains of Mr. Jarvis were located; and
  WHEREAS,  The  overwhelming evidence collected throughout the investi-
gation was instrumental in resolving the case; and
  WHEREAS, In keeping with the finest traditions of the New  York  State
Police,  Investigator  Jason  J. Pelkey has distinguished himself by his
exemplary achievement and  outstanding  performance  on  behalf  of  the
community he so faithfully and courageously serves; and
  WHEREAS,  The  dedicated  efforts of public servants, such as Investi-
gator Jason J. Pelkey, who unselfishly devote their lives to the preser-
vation of order and the protection of others  are  worthy  of  the  full
praise of this Legislative Body and the people of the State of New York;
now, therefore, be it
  RESOLVED,  That  this  Legislative  Body pause in its deliberations to
honor Investigator Jason J. Pelkey upon the occasion of his  designation
as  the  recipient  of a Superintendent's Commendation Award at the 37th

Annual New York State Police Superintendent's  Commendation  and  Awards
Day Ceremony on May 16, 2013; and be it further
  RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Investigator Jason J. Pelkey.
