LEGISLATIVE  RESOLUTION  honoring  Trooper  Joseph M. Bleichner upon the
occasion of his designation  as  the  recipient  of  a  Superintendent's
Commendation  Award  at the 37th Annual New York State Police Awards Day
Ceremony on May 16, 2013

WHEREAS, The quality  and  sanctity  of  community  life  are  cherished
values,  worthy of safeguarding; this Legislative Body is moved to honor
those who preserve and protect such values, lauding  particularly  their
unwavering  courage  and  dedication  in  the daily performance of their
duties; and
  WHEREAS, Attendant to such concern, and in full accord with its  long-
standing  traditions,  this  Legislative  Body  is justly proud to honor
Trooper Joseph M. Bleichner, of State Police Troop F in Ellenville,  New
York,  upon the occasion of his designation as the recipient of a Super-
intendent's Commendation Award; and
  WHEREAS, A Trooper since May 8, 2006, he will  receive  the  award  in
recognition  of  his outstanding police work at the 37th Annual New York
State Police Superintendent's Commendation and Awards Day  Ceremony,  to
be  held at the New York State Police Academy in Albany on Thursday, May
16, 2013; and
  WHEREAS, On May 24,  2012,  Trooper  Bleichner  was  flagged  down  by
concerned  residents  who  advised him that their house was on fire, and
that a family member was still inside the residence; and
  WHEREAS, Trooper Bleichner observed smoke billowing from the eaves  of
the  residence  and  immediately  contacted  Ulster County Fire Control;
then, in spite of the conditions and disregarding his  personal  safety,
Trooper Bleichner entered the burning residence; and
  WHEREAS, Trooper Bleichner saw that the stairwell and the second floor
were  completely  filled  with smoke and could hear the trapped resident
calling out from the second floor; and
  WHEREAS, He ascended the stairs in an effort to locate  the  resident;
Trooper  Bleichner  entered  a  second  floor bedroom where the fire was
actively burning and located  the  resident  who  was  disoriented,  but
otherwise uninjured; and
  WHEREAS,  Trooper Bleichner was then able to lead the resident outside
to safety; Trooper Bleichner's quick action and his willingness to place
his own life in danger for that of another undoubtedly prevented serious
injury or death from occurring; and
  WHEREAS, In keeping with the finest traditions of the New  York  State
Police,  Trooper  Joseph  M.  Bleichner has distinguished himself by his
exemplary achievement and  outstanding  performance  on  behalf  of  the
community he so faithfully and courageously serves; and
  WHEREAS,  The  dedicated  efforts  of public servants, such as Trooper
Joseph M. Bleichner, who unselfishly devote their lives to the preserva-
tion of order and the protection of others are worthy of the full praise
of this Legislative Body and the people of the State of New  York;  now,
therefore, be it
  RESOLVED,  That  this  Legislative  Body pause in its deliberations to
honor Trooper Joseph M. Bleichner upon the occasion of  his  designation
as  the  recipient  of a Superintendent's Commendation Award at the 37th
Annual New York State Police Superintendent's  Commendation  and  Awards
Day Ceremony on May 16, 2013; and be it further
  RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Trooper Joseph M. Bleichner.
