Honoring Dr. Herb R. Brown upon the occasion of his retirement after many distinguished years as an educator

LEGISLATIVE  RESOLUTION  honoring Dr. Herb R. Brown upon the occasion of
his retirement after many distinguished years as an educator

WHEREAS, It is the practice of this Legislative Body to take note of and
publicly acknowledge individuals of remarkable integrity  and  character
whose  endeavors  have  enhanced  the quality of education in this great
State; and
  WHEREAS, Attendant to such concern, and in full accord with its  long-
standing  traditions, this Legislative Body is justly proud to honor Dr.
Herb R. Brown, Superintendent, Oceanside School District, upon the occa-
sion of his retirement after many distinguished years as an educator  to
be celebrated at a dinner on Thursday, June 6, 2013, at Kombert Caterers
at Temple Avodah, Oceanside, New York; and
  WHEREAS,  Born  and  raised  in  Brooklyn,  Dr. Herb R. Brown attended
Brooklyn College and earned a bachelor's degree in  economics;  he  then
received  a  master's  degree in economics, and a doctorate in education
administration from New York University; and
  WHEREAS, Dr. Herb R. Brown has served as Superintendent of Schools  in
Oceanside  since  July  1,  1997; he became Assistant Superintendent for
Administration and Business in 1986, and then  Assistant  Superintendent
for Instruction in 1995; and
  WHEREAS,  Prior  to coming to Oceanside, Dr. Herb R. Brown was a Math-
ematics Chairperson and Assistant to the Superintendent in East  Meadow;
he also taught mathematics in New York City; and
  WHEREAS, The result of many individual efforts, the excellence and the
success  of  the  Oceanside  School District is due in large part to the
efforts of Dr. Herb R. Brown; and
  WHEREAS, As Superintendent, Dr. Herb R. Brown was particularly instru-
mental in the creation  of  Oceanside's  full-day  Kindergarten  Center,
instituting foreign language in the elementary schools, providing access
to   up-to-date  technology  for  all  students,  the  creation  of  the
district's website, teaching algebra to  all  8th  grade  students,  and
making  appropriate  changes in the curriculum to enable all students to
meet and exceed the New York State Learning Standards; and
  WHEREAS, In addition, Dr. Herb R. Brown implemented a social/emotional
literacy program, a personal finance  curriculum  (required  for  gradu-
ation), a teacher/student mentor program and a student/student mentoring
program  at his school; he also applied a research program in grades 7 -
12, middle school enrichment programs, six world languages at  Oceanside
High  School,  and  four  world  languages  programs at Oceanside Middle
School, and more than 20 Advanced Placement courses, many college cours-
es and a special education collaborative K-12 program; and
  WHEREAS, Dr. Herb R. Brown presented at numerous conferences  and,  in
1991,  he  was the recipient of the Raymond R. Delaney Memorial Scholar-
ship from the New York State Council of School Superintendents; and
  WHEREAS, In 1995, Dr. Herb R. Brown was voted as the Administrator  of
the  Year  by  the  Nassau  Schools Library System; he also received the
BOCES Education Partner Award in 2010, the  Town  of  Hempstead  Make  a
Difference  Award  in 2000, and in 1999, Oceanside Kiwanis presented him
with the Heart of Gold Award; and
  WHEREAS, From 1989-1999, Dr. Herb R. Brown served as President of  the
Nassau School Business Officials; he also held the position of President
of the Nassau County Council of School Superintendents in 2011/2012; and
  WHEREAS,  Currently,  Dr.  Herb  R. Brown teaches a graduate course in
school finance at the College of St. Rose;  prior  to  that,  he  taught
economics courses at Brooklyn College; and

  WHEREAS,  With  him  throughout  have been his wife, Marian, and their
four children, and three grandchildren, all of whom feel  privileged  to
be a part of his life and rejoice in his achievements; and
  WHEREAS,  Dr. Herb R. Brown has continually demonstrated an impressive
dedication, an unparalleled devotion and an unremitting  enthusiasm  for
the quality of the educational programs and opportunities offered at the
Oceanside  School  District for the benefit of its faculty and students,
as well as for the entire community; and
  WHEREAS, In completing his service  as  Superintendent,  Dr.  Herb  R.
Brown leaves behind more than mere bricks and mortar; he leaves behind a
legacy  to the residents of the Oceanside community and to future gener-
ations of its students; now, therefore, be it
  RESOLVED, That this Legislative Body pause  in  its  deliberations  to
commend  Dr.  Herb R. Brown upon the occasion of his retirement, and for
his significant contributions to education in New York State; and be  it
  RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Dr. Herb R. Brown.
