Honoring David Schraver and Jerry Wein upon the occasion of their designation as recipients of the Leadership Awards

LEGISLATIVE  RESOLUTION  honoring  David M. Schraver and Jerry Wein upon
the occasion of their designation as recipients of  the  Empire  Justice
Center's 2013 Leadership Awards

WHEREAS, It is the practice of this Legislative Body to take note of and
publicly  acknowledge those exemplary individuals whose purposeful lives
and distinguished careers have been committed to bettering  the  quality
of life in this great Empire State; and
  WHEREAS,  Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body  is  justly  proud  to  honor
David  Schraver and Jerry Wein upon the occasion of their designation as
recipients of the 2013 Leadership Awards by the  Empire  Justice  Center
with a celebration held at the Rochester Plaza on May 23, 2013; and
  WHEREAS,  This  auspicious award is given to individuals who have made
significant contributions to  the  Empire  Justice  Center  and  to  the
advancement of access to justice for all New Yorkers; and
  WHEREAS,  Empire  Justice  is a statewide organization with offices in
Rochester, Albany, White Plains and Central Islip;  its  mission  is  to
protect  and  strengthen  the legal rights of people in New York who are
poor, disabled, or disenfranchised; and
  WHEREAS, Empire Justice successfully pursues its mission by  providing
training,  support and technical assistance to legal services; undertak-
ing policy analysis and research; and offering legal assistance to those
in need; and
  WHEREAS, David M. Schraver is a business litigation partner  at  Nixon
Peabody  LLP,  a  cum  laude graduate of Harvard College and a magna cum
laude graduate of the University of Michigan Law School, who,  prior  to
joining Nixon Peabody's predecessor firm, Nixon Hargrave Devans & Doyle,
was  on  active  duty in the United States Navy Judge Advocate General's
Corps; and
  WHEREAS, David M.   Schraver joined the  Board  of  Directors  of  the
Empire  Justice Center in 2010 because of his interest in and commitment
to providing access to justice for all and his conviction that the  work
of  the  Empire Justice Center is an extremely important part of meeting
the needs of New Yorkers who need these services most; and
  WHEREAS, He stepped down from the Empire Justice  Board  when  he  was
nominated  to  become President of the New York State Bar Association in
November of 2011, and now stands ready to assume that Presidency  effec-
tive June 1, 2013; and
  WHEREAS, Jerry Wein became a staff attorney at Empire Justice Center's
predecessor  organization, the Greater Upstate Law Project, in 1978, and
became the organization's Training Director and served as the  Associate
Director; and
  WHEREAS, Jerry Wein organized an innovative statewide training consor-
tium  that developed and delivered training to legal services attorneys,
paralegals and support staff, and became part of the design  teams  that
developed  national  training  programs  for  the federal Legal Services
Corporation in lawyering and supervision skills; and
  WHEREAS, Mr. Wein teaches supervision and management skills,  consults
with  organizations  in  areas including diversity management, organiza-
tional assessment and strategic planning, and  is  currently  consulting
with  the Feerick Center for Social Justice at Fordham University School
of Law where he focuses on the Attorney Emeritus Program, an  initiative
of Chief Judge Jonathan Lippman, to encourage lawyers over the age of 55
to provide pro bono legal services; and
  WHEREAS,  It  is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought  to  our  atten-

tion,  they  should  be celebrated and recognized by all the citizens of
the great State of New York; now, therefore, be it
  RESOLVED,  That  this  Legislative  Body pause in its deliberations to
honor David M. Schraver and Jerry Wein upon the occasion of their desig-
nation as recipients of the  Empire  Justice  Center's  2013  Leadership
