LEGISLATIVE  RESOLUTION  honoring  State  Police Investigator Todd Grant
upon the occasion of his designation as  recipient  of  the  Superinten-
dent's Commendation Award

WHEREAS, The quality and sanctity of community life are cherished values
worthy  of  safeguarding,  and  this  Legislative Body is moved to honor
those exemplary public servants who devote their lives to preserving and
protecting such values; and
  WHEREAS, Attendant to such concern, and in full accord with its  long-
standing  traditions,  this  Legislative  Body  is justly proud to honor
Investigator Todd Grant, who is assigned  to  the  Oneida  County  Child
Advocacy Center, and resides in Clay, New York, upon the occasion of his
designation as recipient of the Superintendent's Commendation Award; and
  WHEREAS, Investigator Todd Grant has been selected for his prestigious
award because of his tireless efforts to save a troubled teenager from a
life  of prostitution and drug addiction, and for his success in disman-
tling a sex trafficking ring; and
  WHEREAS, Investigator Todd Grant was recognized  for  his  outstanding
police  work  at  the 37th Annual New York State Police Superintendent's
Commendation and Awards Day Ceremony, at the New York State Police Acad-
emy on May 16, 2013; and
  WHEREAS, On February 20, 2012, Investigator  Todd  Grant  was  advised
that  an  Oneida  County  mother reported to police that her 16-year-old
daughter, who had run away from home, was being forced  into  drugs  and
prostitution; and
  WHEREAS,  Through interviews with the teenagers at the Office of Chil-
dren and Family Services, Investigator Todd Grant learned that the  girl
had been picked up on the streets of Utica by a taxicab driver and taken
to  a  house,  where she was eventually injected with drugs and sold for
sex through an online site; and
  WHEREAS, During a year-long investigation that  included  the  use  of
toll analysis and internet searches, Investigator Todd Grant was able to
identify  nine  individuals  who  had  been  involved  in the teenager's
exploitation; and
  WHEREAS, With the help of State Police Marcy, Troop  D,  Investigators
and the Oneida County District Attorney's Office, all nine suspects were
arrested  and  charged  with various sex crimes for their involvement in
the prostitution ring; the three  main  suspects  in  the  network  were
charged with B-Felony Sex Trafficking; and
  WHEREAS,  In  keeping with the finest traditions of the New York State
Police Department, Investigator Todd Grant has distinguished himself  by
his  dedication and his exemplary service to protect the citizens of the
Central New York community; and
  WHEREAS, The courageous and dedicated efforts of public servants, such
as Investigator Todd Grant, who have devoted their lives  to  protecting
the  lives  of  others, are worthy of the praise and recognition of this
Legislative Body; now, therefore, be it
  RESOLVED, That this Legislative Body pause  in  its  deliberations  to
honor  Investigator  Todd  Grant upon the occasion of his designation as
recipient of the Superintendent's Commendation Award, at the 37th Annual
New York State Police Superintendent's Commendation and Awards Day Cere-
mony on May 16, 2013, in Albany, New York; and be it further
  RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Investigator Todd Grant.
