LEGISLATIVE RESOLUTION honoring Pasqualino "Pat" Russo upon the occasion
of  his  designation  for  special  recognition by the Bay Ridge Lawyers
Association

WHEREAS, It is the sense of this Legislative Body to recognize  and  pay
tribute  to those distinguished citizens who devote their time and ener-
gies to the service of their community and profession, participating  in
civic  affairs  and  enhancing the character and quality of life for all
citizens; and
  WHEREAS, Attendant to such concern, and in full accord with its  long-
standing  traditions,  this  Legislative  Body  is justly proud to honor
Pasqualino "Pat" Russo upon the occasion of his designation for  special
recognition  by the Bay Ridge Lawyers Association; this auspicious occa-
sion will be celebrated at the Association's 59th Annual  Dinner  Dance,
to be held on Thursday, June 13, 2013, at the Dyker Beach Golf Course in
Brooklyn, New York; and
  WHEREAS,  Special  Counsel  at  the  Windels Marx law firm, Pasqualino
"Pat" Russo's law practice focuses  on  transportation  law,  counseling
clients  on  a  broad  range of matters including regulatory compliance,
strategic planning,  procurement,  litigation,  administrative  law  and
public policy; and
  WHEREAS,  In  the fifteen years prior to joining Windels Marx in 2012,
Pat Russo served a range of New York City and State public interests  in
varied  capacities;  including as Inspector General of the New York City
Department of Investigations, Chief Administrative Law Judge of the  New
York  City Taxi and Limousine Commission, and Executive Deputy Inspector
General of the New York State Office of the Welfare  Inspector  General;
and
  WHEREAS,  Pat  Russo  is admitted to practice law in the states of New
York and New Jersey, as well as in the United States District Court  for
the Southern District of New York; and
  WHEREAS, A member of the Association of Inspectors General and Federal
Bar Council, Pat Russo is also a member of the New York City Bar Associ-
ation, Brooklyn Bar Association and Bay Ridge Lawyers Association; he is
the President of the Bay Ridge Lawyers Association; and
  WHEREAS,  Pat  Russo  is  also  an Adjunct Professor in the Masters in
Public Administration Program at John Jay College  of  Criminal  Justice
and has lectured in the Legal Studies Program at Hunter College's School
of Continuing Education; and
  WHEREAS,  A  graduate of Brooklyn College where he received a Bachelor
of Arts degree, cum laude, in 1990, Pat Russo received his  J.D.  degree
from Brooklyn Law School in 1993; and
  WHEREAS, Throughout the entire period of his professional and communi-
ty service, a period of constructive involvement, Pasqualino "Pat" Russo
has stood constant in dignity, good grace and humor; and
  WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Pasqualino "Pat" Russo has displayed
throughout his life; and
  WHEREAS,  It  is  the  sense  of  this Legislative Body that those who
enhance the well-being and vitality of their profession  and  community,
and  have shown a long and sustained commitment to excellence, certainly
have earned the recognition and applause of all citizens of  this  great
Empire State; now, therefore, be it
  RESOLVED,  That  this  Legislative  Body pause in its deliberations to
honor Pasqualino "Pat" Russo upon the occasion of  his  designation  for
special  recognition  by  the  Bay  Ridge Lawyers Association; and be it
further

  RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Pasqualino "Pat" Russo.
