LEGISLATIVE  RESOLUTION  commending  Correction Officers Mark Dubrey and
Joseph Poissant in recognition of their heroic action in responding to a
fully engaged barn fire at the Miner Institute Research Facility

WHEREAS, It is the custom of this  Legislative  Body  to  recognize  and
commend  the  caring  concern  and  heroic  acts of individuals who take
prompt and appropriate action in emergency situations in  an  effort  to
preserve life and property; and
  WHEREAS,  On  April 26, 2012, while on their way to work at the Altona
Correctional Facility, Correction Officers Mark Dubrey and Joseph  Pois-
sant  observed  heavy smoke billowing from a barn at the Miner Institute
Research Facility; and
  WHEREAS, Immediately responding to the engaged fire scene,  Correction
Officers  Mark Dubrey and Joseph Poissant could hear the sounds of live-
stock trapped inside the  burning  barn;  without  fear  for  their  own
personal  safety,  they  entered  the  barn  and  in the thick smoke and
flames, located and successfully engaged fire extinguishers; and
  WHEREAS, The courageous efforts of Correction Officers Mark Dubrey and
Joseph Poissant were successful in keeping the flames in the barn at bay
while Miner Institute staff were able to free the livestock; and
  WHEREAS, Correction Officers Mark  Dubrey  and  Joseph  Poissant  were
credited  by  the  Chazy,  New York, Fire Chief with not only saving the
livestock in the barn but also with saving an important historical site;
and
  WHEREAS,  In  recognition  of  their  courageous  and  quick  actions,
Correction Officers Mark Dubrey and Joseph Poissant, were awarded Altona
Correctional  Facility Medals of Merit; their actions, accomplished with
great skill and courage, are an inspiration to their fellow New Yorkers;
and
  WHEREAS, Through their voluntary and skillful commitment to respond to
a fully engaged barn fire, Correction Officers Mark  Dubrey  and  Joseph
Poissant  have unselfishly contributed to the advancement of that spirit
of united purpose and shared concern which is the cornerstone of  commu-
nity life in this State and Nation; and
  WHEREAS, It is the sense of this Legislative Body to recognize and pay
tribute  to  those  individuals within the State of New York who perform
heroic actions with skill, diligence and precision, preserving life  and
property; now, therefore, be it
  RESOLVED,  That  this  Legislative  Body pause in its deliberations to
commend Correction Officers Mark Dubrey and Joseph Poissant in  recogni-
tion  of  their heroic action in responding to a fully engaged barn fire
at the Miner Institute Research Facility; and be it further
  RESOLVED, That copies of this Resolution, suitably engrossed, be tran-
smitted to Correction Officers Mark Dubrey and Joseph Poissant.
