LEGISLATIVE  RESOLUTION honoring Firefighter Francis Head upon the occa-
sion of his designation for special recognition after 62 years of  dedi-
cated service to the Warsaw Volunteer Fire Department

WHEREAS,  The firefighters of New York State are renowned throughout the
Nation; their reputation is synonymous with excellence  in  the  arduous
field of fire protection and prevention; and
  WHEREAS,  Since  the  early  days  of "teapot steamers," the volunteer
firefighter has been the cornerstone of our great  Nation's  efforts  to
spare us from the ravages of fire; and
  WHEREAS,  A  member  of  the  Warsaw  Volunteer Fire Department for 62
years, Firefighter Francis ("Beanie") Head has  held  the  positions  of
lieutenant,  captain,  2nd  assistant  chief,  1st assistant chief, fire
chief and fire police captain; and
  WHEREAS,  In  addition,  Firefighter  Francis  Head   has   been   the
Secretary/Treasurer  for  the  Warsaw Rescue Squad for 35 years; he also
served as an EMT and was a fire truck driver and operator; and
  WHEREAS, Past president and life member of the Wyoming  County  Volun-
teer  Firemen's  Association,  Francis Head is also a past president and
life member of the Western New York Volunteer Firemen's Association; and
  WHEREAS, Firefighter Francis Head served in  the  United  States  Army
during  the  Korean  War  and received the Combat Infantry Badge, Korean
Service Medal, UN Service Medal, National Defense Service Medal and  two
Bronze Service Stars; and
  WHEREAS,  An  active  member  of the American Legion, Francis Head has
held multiple positions with his Post, including as  Commander  and  1st
Vice Commander; and
  WHEREAS,  Francis  Head has also served on the Warsaw Village Planning
Board and has been its Chairman, as well  as  having  served  as  Warsaw
Village Justice, and is a member of the Warsaw Exempt Benevolent Associ-
ation; and
  WHEREAS,  Francis  Head retired after 37 years as a heavy construction
supervisor for the New York Department of Transportation; and
  WHEREAS, A member of St.  Michael's  Parish,  Francis  Head  has  been
married  for  46  years and is the father of three children; he also has
eight grandchildren and one great grandchild; and
  WHEREAS, Attendant to such concern and in full accord with  its  long-
standing  traditions,  this  Legislative  Body  is justly proud to honor
Francis Head upon the occasion of his designation for  special  recogni-
tion  after  62  years of dedicated service to the Warsaw Volunteer Fire
Department; and
  WHEREAS, Volunteer firefighters and fire departments not only  provide
the  critical service of fire protection but also engage in other activ-
ities of great benefit and importance to the communities they serve; and
  WHEREAS, It takes a special dedication, a strong desire to help others
and a tireless sense of community to forsake precious time  with  family
and friends to respond to the signal that a neighbor is in need; Francis
Head  is such a firefighter; throughout his 62 years of devoted service,
this volunteer heroically performed, above and beyond the call of  duty,
those  responsibilities  which  define the task of fire protection; now,
therefore, be it
  RESOLVED, That this Legislative Body pause  in  its  deliberations  to
honor  Firefighter Francis Head upon the occasion of his designation for
special recognition after 62 years of dedicated service  to  the  Warsaw
Volunteer Fire Department; and be it further
  RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Firefighter Francis ("Beanie") Head.
