LEGISLATIVE RESOLUTION mourning the death of Kathleen E. Hallock,
distinguished citizen and devoted member of her community

WHEREAS, It is the custom of this Legislative Body to pay tribute to
citizens of the State of New York whose lifework and civic endeavor
served to enhance the quality of life in their communities and the great
State of New York; and
WHEREAS, Kathleen Hallock, of Clarence, New York died on Thursday,
January 24, 2013, at the age of 69; and
WHEREAS, Kathleen Hallock, the second woman ever to serve as Clarence
town supervisor was in this capacity from 2002 through 2007; she
returned to public service last year when she was named deputy supervi-
sor; and
WHEREAS, Born Kathleen Elizabeth Britt in Lockport, she was a graduate
of Mount St. Mary Academy in the Town of Tonawanda and earned an associ-
ate degree from Empire State College; before becoming town bookkeeper in
1986, she worked as a bookkeeper and accountant for several firms, as
well as keeping the books for her husband's contracting business; and
WHEREAS, Kathleen Hallock served as town bookkeeper until 1993, when
she was elected tax receiver; she was receiver until she won the
election as town supervisor, taking office at the start of 2002; and
WHEREAS, During her tenure, Kathleen Hallock definitely revamped the
town code; in June of 2008, the town honored her career by dedicating a
town hall conference room in her name; the Clarence Chamber of Commerce
named her its Citizen of the Year in 2009; and
WHEREAS, A past president of the Erie County Association of Tax
Receivers and Collectors, Kathleen Hallock was a member of New York
State Women, formerly Business and Professional Women; she was active in
the Clarence Historical Society and played a major role in organizing
the town bicentennial celebration in 2008; and
WHEREAS, Kathleen Hallock distinguished herself in her profession and
by her sincere dedication and substantial contribution to the welfare of
her community; and
WHEREAS, Kathleen Hallock's commitment to excellence, and her spirit
of humanity, carried over into all fields of enterprise, including char-
itable and civic endeavors; and
WHEREAS, Kathleen Hallock is survived by her husband, David, their
four children, Michelle, Bridget, Megan, and Michael, along with her
siblings, Mary and David; and
WHEREAS, Armed with a humanistic spirit and imbued with a sense of
compassion, Kathleen Hallock leaves behind a legacy which will long
endure the passage of time and will remain as a comforting memory to all
she served and befriended; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
mourn the death of Kathleen E. Hallock, distinguished citizen and
devoted member of her community; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to the family of Kathleen E. Hallock.
