LEGISLATIVE RESOLUTION honoring Newcomb Superintendent of Schools Clark
Hults upon the occasion of his designation for special recognition by
EDUCATION WEEK magazine

WHEREAS, It is the sense of this Legislative Body to recognize and
commend those illustrious individuals of distinguished purpose whose
lives have been committed to the pursuit of excellence in education of
the youth of the Empire State; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Newcomb Superintendent of Schools Clark Hults upon the occasion of his
designation for special recognition by EDUCATION WEEK magazine; and
WHEREAS, Superintendent Clark "Skip" Hults received an announcement
from an EDUCATION WEEK editor, mentioning that he was one of 15 school
leaders from across the country to be recognized for their innovation;
and
WHEREAS, The school leaders will be featured in "Leaders to Learn
From", a new report that will be published annually to acknowledge
education leaders for their forward thinking and to share their ideas;
and
WHEREAS, Superintendent Clark Hults was chosen because he started a
program to enroll international students who pay tuition; the program
has added culture to a rural district in which students are predominate-
ly white; it has created revenue, helped maintain enrollment and influ-
enced 15 other New York public school districts to look abroad for
students; and
WHEREAS, Superintendent Clark Hults said he is the only New York
school leader chosen for the report; the Newcomb School District
enhanced its academic programs, added more opportunities for students to
earn college credit and began enrolling international students; and
WHEREAS, Newcomb has enrolled seven to 10 new students from abroad
each year since 2006; this year, a record 17 students, have come from
nations around the globe, including Brazil, Italy, Russia, Spain, Viet-
nam and Zimbabwe; and
WHEREAS, Newcomb relies on local families to host international
students for an academic year; the interest from residents has been
strong, which has allowed the district to increase the number of foreign
students it accepts; Superintendent Clark Hults has hosted students
himself each year, and is currently hosting two; and
WHEREAS, Next year, Newcomb will enroll 20 international students,
generating a significant amount from tuition paid to the district along
with a housing allowance given to the host families; and
WHEREAS, Superintendent Clark Hults' distinguished record merits the
recognition and respectful tribute of this Legislative Body; he is a
true asset to society; and
WHEREAS, It is the sense of this Legislative Body to commend the
efforts of those individuals who work to support our proud tradition of
public education by providing their skills and talents to our schools;
now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Newcomb Superintendent of Schools Clark Hults upon the occasion of
his designation for special recognition by EDUCATION WEEK magazine; and
be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Clark Hults, Superintendent, Newcomb School District.
