LEGISLATIVE RESOLUTION honoring Frank Giotto upon the occasion of his
designation as 2012 Business Person of the Year by the Mohawk Valley
Chamber of Commerce

WHEREAS, It is the sense of this Legislative Body to recognize that the
quality and character of life in the communities across New York State
are reflective of the concerned and dedicated efforts of those organiza-
tions and individuals that are devoted to the welfare of the community
and its citizenry; and
WHEREAS, Individuals and organizations who give of their time and
energies and serve the best interests of their communities are an assert
beyond remuneration and cannot be sufficiently extolled; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Frank Giotto upon the occasion of his designation as 2012 Business
Person of the Year by the Mohawk Valley Chamber of Commerce; this auspi-
cious occasion will be celebrated at the annual membership meeting of
the Chamber, to be held on Tuesday, April 23, 2013, at Hart's Hill Inn
in Whitesboro, New York; and
WHEREAS, Frank Giotto is president and founder of Giotto Enterprises,
which is composed of nine companies that employ 350 people in the Mohawk
Valley Region of New York; and
WHEREAS, In 1985, Frank Giotto founded the largest of his companies,
Fiber Instrument Sales, Inc. in Oriskany, New York; it is a leading
distributor and manufacturer of hundreds of fiber optic products includ-
ing cable assemblies, connectors, and test equipment; the company serves
customers throughout the United States and in 110 countries worldwide;
and
WHEREAS, In addition, Frank Giotto founded two other fiber optic
companies, HS Blue and The Light Connection; he also founded Force Guid-
ed Relays, a manufacturer of industrial safety devices, and Molding
Solutions Inc., an injection molding services company; and
WHEREAS, Giotto Enterprises also includes Fermer Precision, a CNC
machining firm; Energy Efficient Products, a supplier of LED lighting
and solar panels; Max L Cowen's Student Stores, a distributor of school
and office supplies; and Mohawk Valley Jet Service, a premier charter
jet service that operates from Griffiss International Airport; and
WHEREAS, A highly respected fiber optics expert, Frank Giotto authored
the FIS Laboratory Manual, a popular addition to the fiber optics
curriculum taught at many colleges, universities and technical schools;
and
WHEREAS, A 1971 graduate of Utica College, where he received his bach-
elor's degree in mathematics, Frank Giotto served as a member of the
College's Board of Directors; and
WHEREAS, Frank Giotto has received numerous honors including the Utica
College Alumni Achievement Award (2006), the Mohawk Valley Community
College Alumnus of Merit Award (2002), and the Entrepreneur of the Year
Award from Ernst and Young (2001); and
WHEREAS, This auspicious occasion presents a unique opportunity for
this Legislative Body to recognize and pay tribute to Frank Giotto as
the Mohawk Valley Chamber of Commerce 2012 Business Person of the Year;
and
WHEREAS, It is the sense of this Legislative Body that those who
enhance the well-being and vitality of their profession and community,
and have shown a long and sustained commitment to excellence, certainly
have earned the recognition and applause of all citizens of this great
Empire State; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Frank Giotto upon the occasion of his designation as 2012 Business
Person of the Year by the Mohawk Valley Chamber of Commerce; and be it
further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Frank Giotto.
