LEGISLATIVE RESOLUTION commending William Kaplan upon the occasion of
his designation as recipient of the 2013 Human Rights Award by the
Orange County Human Rights Commission on April 11, 2013

WHEREAS, It is the sense of this Legislative Body to recognize that the
quality and character of life in the communities across New York State
are reflective of the concerned and dedicated efforts of organizations
and individuals who devote themselves to the welfare of the community
and its citizenry; and
WHEREAS, Attendant to such concern and fully in accord with its long-
standing traditions, it is the intent of this Legislative Body to
commend William Kaplan upon the occasion of his designation as recipient
of the 2013 Human Rights Award by the Orange County Human Rights Commis-
sion, to be celebrated at its 18th Annual Awards Dinner at The Foun-
tains, Middletown, New York, on Thursday, April 11, 2013; and
WHEREAS, The Orange County Human Rights Commission was established in
1970 to serve the citizens of Orange County; its primary objectives
include the fostering of mutual respect and understanding among all
racial, religious and ethnic groups in the County; and
WHEREAS, Each year at its Annual Awards Dinner, the Orange County
Human Rights Commission proudly honors those who support and help to
further its objectives of mutual respect and understanding among all
citizens of the County; and
WHEREAS, William Kaplan of Newburgh, New York, seeks ways to help
organizations that are working to meet the needs of a diverse citizenry
in his home city; and
WHEREAS, After leading the fund drive for the creation of the Newburgh
Armory Unity Center, William Kaplan has taken a personal role in the
development of its educational offerings including classes in citizen-
ship, computer proficiency, high school equivalency degree, and English
as a Second Language; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals and organizations of such noble aims and accomplishments are
brought to our attention, they should be celebrated and recognized by
all the citizens of the great State of New York; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
applaud the Orange County Human Rights Commission for its efforts to
foster understanding and pride of community and to commend William
Kaplan upon the occasion of his designation as recipient of the 2013
Human Rights Award; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to William Kaplan.
