LEGISLATIVE RESOLUTION congratulating Thomas E. Winthrop upon the occa-
sion of receiving the distinguished rank of Eagle Scout, the most pres-
tigious of Scouting honors

WHEREAS, Thomas E. Winthrop, through his diligence and rigorous efforts,
has achieved Scouting's highest and most prestigious rank, Eagle Scout;
he will be honored at an Eagle Court of Honor ceremony to be held on
Friday, May 17, 2013, at the Massapequa Park Town Hall; and
WHEREAS, Thomas E. Winthrop is a member of Boy Scouts of America Troop
660 in Massapequa; and
WHEREAS, America has achieved her greatest heights of glory through
the dedication, determination and tireless efforts of the outstanding
citizens of this Nation; and
WHEREAS, It is only with the continued diligence and devotion of our
youth, tomorrow's leaders, that America will maintain her glory; and
WHEREAS, The Boy Scouts of America and its members are dedicated to
the development of character and leadership in the youth of this Nation;
and
WHEREAS, The highest achievement of leadership in Scouting, earned by
only five percent of all Boy Scouts, is the distinguished rank of Eagle
Scout; and
WHEREAS, This outstanding young man has been involved in Scouting for
many years, has lived up to Scouting's ideals and has attained all of
the necessary achievements, including completion of a community service
project, which was successfully planned, developed and executed; and
WHEREAS, For his Eagle project, Thomas E. Winthrop worked with the St.
Rose of Lima Catholic Church in Massapequa to create his Eagle project
which he entitled the Perpetual Pantry; and
WHEREAS, The St. Rose of Lima Church has an enormous outreach program
led by Danielle LaRose; Thomas E. Winthrop worked with her to devise an
Eagle project which would benefit the food pantry and his fellow parish-
ioners since, during the summer months when so many people are away on
vacation, the church's food pantry often experiences a shortage of food
to distribute to those in need; and
WHEREAS, The Perpetual Pantry would significantly alleviate, if not
eliminate, the seasonal shortage of food being donated; and
WHEREAS, Thomas E. Winthrop mapped out several seven to eight block
areas in Massapequa where he would go up and down with an army of boy
scouts putting, on each doorstep, a canvas bag with a flyer attached
asking them to donate food to the food pantry and to put their bags,
with or without food, on their doorsteps the following weekend when
Thomas E. Winthrop and other boy scouts would pick them up; and
WHEREAS, Once the food was collected it was delivered to the food
pantry and the bags were recycled for use the next weekend in another
area, helping to keep the pantry perpetually full because every other
weekend more food would be coming in; and
WHEREAS, Thomas E. Winthrop started the Perpetual Pantry by purchasing
the bags, printing the flyers and delivering and collecting the bags for
the first two areas; and
WHEREAS, Over the course of four weekends Thomas E. Winthrop and other
Boy Scouts collected between 1500-2000 items of food and, each weekend
12 to 15 scouts and 3 to 5 adults helped Thomas E. Winthrop with the
delivery and collection of the bags; and
WHEREAS, Thomas E. Winthrop's perseverance in rising through the ranks
to Eagle Scout is a strong indication of his ability to master difficult
tasks; his accomplishment will enable him to emerge as a leader, fully
equipped to meet the challenges of today's complex society; and

WHEREAS, This new Eagle Scout is a credit to his family, his school,
his community, his State and his Nation, and no doubt his future will be
filled with accomplishments of equal importance; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations, in
recognition of the significance of this meritorious achievement, to
congratulate and honor Thomas E. Winthrop on achieving the rank of Eagle
Scout; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Thomas E. Winthrop.
