LEGISLATIVE RESOLUTION commending Valley Health Services for earning a
five-star rating in the U.S. NEWS AND WORLD REPORT'S annual Best Nursing
Homes report

WHEREAS, It is the intent of this Legislative Body to recognize that the
quality of life in the communities across this great State of New York
is enriched by the concerned and dedicated efforts of those organiza-
tions of distinction whose singular purpose is the care and welfare of
others; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to commend
Valley Health Services for earning a five-star rating in the U.S. NEWS
AND WORLD REPORT'S annual Best Nursing Homes report; and
WHEREAS, Located in Herkimer, New York, Valley Health Services (VHS)
is noted for recognizing and then addressing the unmet healthcare needs
of the Herkimer County community; and
WHEREAS, Released at the end of February 2013, this special report
recognizes top-rated nursing homes in all 50 states; the US NEWS'S eval-
uation of nursing homes is used on data from Nursing Home Compare, a
consumer website run by the US Centers for Medicare and Medicaid
Services (CMS); and
WHEREAS, The government agency sets and enforces standards for nursing
homes; facilities earn an overall rating of one to five stars, as well
as up to five stars in each of the three following categories: health
inspections, nursing and physical therapy staff and quality of care;
there are 126 nursing homes in central New York, five of which received
an overall rating of five stars; and
WHEREAS, This places VHS in the top four percent of Central New York
nursing homes, the top eighteen percent statewide, and the top nineteen
percent nationally; and
WHEREAS, The success of VHS is in direct correlation to the efforts of
its administration and staff, whose involvement is, and always has been,
characterized by an impressive commitment, an unbridled enthusiasm, and
an uncompromising standard of excellence in all endeavors on behalf of
the organization and the population it serves; and
WHEREAS, This Legislative Body is pleased to have this opportunity to
recognize VHS, for its unwavering commitment to the citizens of Herkimer
County, as it provides an uncompromising standard of excellence in the
delivery of superlative community service; and
WHEREAS, It is the sense of this Legislative Body that when organiza-
tions of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
the great State of New York; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Valley Health Services for earning a five-star rating in the
U.S. NEWS AND WORLD REPORT'S annual Best Nursing Homes report; and be
it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Lisa Betrus, CEO/Administrator, Valley Health Services.
