Honoring Tracy Neitzel for 22 years of distinguished service to Joseph's House and Shelter

LEGISLATIVE  RESOLUTION  honoring  Tracy Neitzel for 22 years of distin-
guished service to Joseph's House and Shelter

WHEREAS, It is incumbent upon the people of the State  of  New  York  to
recognize  and  acknowledge those within our midst who have made signif-
icant contributions to the quality of life therein; and
  WHEREAS, Attendant to such concern, and in full accord with its  long-
standing  traditions,  this  Legislative  Body  is justly proud to honor
Tracy Neitzel for 22 years of distinguished service  to  Joseph's  House
and Shelter, to be celebrated on May 30, 2013; and
  WHEREAS,  Tracy  Neitzel  has  been the executive director of Joseph's
House and Shelter Inc. in Troy, New York, since 1990; for  the  last  22
years  she  constantly  juggled  multiple sources to expand services for
Rensselaer County's homeless; and
  WHEREAS, Tracy Neitzel has been  successful  in  not  only  presenting
consecutive balanced budgets, but working with other agencies to supple-
ment a continuum of care for the community's homeless population; and
  WHEREAS,  Prior  to working at Joseph's House, Tracy Neitzel worked as
the Rensselaer County Youth Bureau Director and as the Program and Oper-
ations Director at the Troy-Cohoes YWCA;  before  moving  to  Rensselaer
County  in  1983,  she  lived  in Key West, Florida where she acquired a
wealth of relevant and authentic life experience working in many fields;
  WHEREAS, Tracy Neitzel earned her bachelor of fine  arts  degree  from
Pratt  Institute;  since  coming  to Joseph's House she has overseen the
transformation and growth of agency services from 19 beds  of  overnight
shelter  provision  into  an agency dedicated to serving people who have
experienced homelessness in their lives  across  a  continuum  of  need;
Joseph's  House  remains the only provider of emergency shelter in Troy,
but has naturally evolved into a provider of outreach, supported housing
and comprehensive case management services specifically targeting people
who are homeless, formerly homeless, or at high risk of  becoming  home-
less again; and
  WHEREAS, A true asset to society, Tracy Neitzel's distinguished record
merits  the recognition and respectful tribute of this Legislative Body;
now, therefore, be it
  RESOLVED, That this Legislative Body pause  in  its  deliberations  to
honor  Tracy  Neitzel  for 22 years of distinguished service to Joseph's
House and Shelter; and be it further
  RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Tracy Neitzel.
