TITLE OF BILL: An act to amend the public authorities law, in relation to the installation of certain energy technologies
PURPOSE OR GENERAL IDEA OF BILL: Adds certain energy technologies to the measures eligible for financing through the "Green Jobs/Green New York" Program.
SUMMARY OF SPECIFIC PROVISIONS: Section One: Amends subdivision 12 of section 1891 of the public authorities law adding a new paragraph (n) making certain energy technologies eligible for financing through the Green Jobs Green New York Program.
Section Two: Sets effective date.
JUSTIFICATION: Promoting widespread dissemination of energy conservation and clean energy technologies represents a clear and cost-effective pathway for communities in New York State to curtail emissions of greenhouse gases and harmful air contaminants, reduce dependence on fossil fuels, lower housing costs, suppress wholesale electricity prices, support community development and create green jobs to sustain and enhance our economy.
Adding certain energy technologies to the list of measures eligible for low interest loans or on-bill recovery through the Green Jobs Green New York Program will eliminate the front-end costs that may prevent consumers from investing in these cost effective energy saving installations.
