An act
to amend the vehicle and traffic law, in relation to providing for
distinctive license plates for members of the Seabee Veterans of America
PURPOSE:
To amend the vehicle and traffic law, in relation to providing for the
distinctive license plates for members of the Seabee Veterans of
America.
SUMMARY OF PROVISIONS:
Amends the vehicle and traffic law by adding a new section 404-x to
authorize distinctive license plates for members of the Seabee
Veterans of America. The distinctive plate shall be issued upon
proof, satisfactory to the commissioner, that the applicant is a
veteran of the Seabee Veterans of America.
JUSTIFICATION:
There are currently 650 members of the Seabee Veterans of America
(SVA) in New York State, many of whom are interested in this type of
plate. A great number of spouses of SVA members who are in the
SVA-Auxiliary would also like to acquire such a plate. Many people do
not know that the Seabees are the Official Naval Construction Force
and have been a vital part of past wars. Additionally, Seabees are
currently serving in Indonesia helping the victims of the tsunamis,
and in Iraq and Afghanistan. It is the hope that this plate would
familiarize the public with the existence of the Navy Seabees, and at
the same time, get recognition from the State of New York for all
Seabees past and present.
The requirement to obtain these plates would simply be a photocopy of
the individual's membership card in the Seabee Veterans of America or
Seabee Veterans of America Auxiliary, whether the term be annual or
lifetime.

AN ACT to amend the vehicle and traffic law, in relation to providing

THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. The vehicle and traffic law is amended by adding a new
section 404-x to read as follows:
S 404-X. DISTINCTIVE PLATES FOR MEMBERS OF THE SEABEE VETERANS OF
AMERICA. 1. ANY MEMBER OF THE SEABEE VETERANS OF AMERICA RESIDING IN
THIS STATE SHALL, UPON REQUEST, BE ISSUED A LICENSE PLATE BEARING THE
NAVY SEABEE EMBLEM. APPLICATION FOR SAID LICENSE PLATE SHALL BE FILED
WITH THE COMMISSIONER IN SUCH FORM AND DETAIL AS THE COMMISSIONER SHALL
PRESCRIBE.
2. THE DISTINCTIVE PLATE AUTHORIZED IN THIS SECTION SHALL BE ISSUED
UPON PROOF, SATISFACTORY TO THE COMMISSIONER, THAT THE APPLICANT IS A
MEMBER OF THE SEABEE VETERANS OF AMERICA.
3. A DISTINCTIVE PLATE ISSUED PURSUANT TO THIS SECTION SHALL BE ISSUED
IN THE SAME MANNER AS OTHER NUMBER PLATES UPON THE PAYMENT OF THE REGU-
LAR REGISTRATION FEE PRESCRIBED BY SECTION FOUR HUNDRED ONE OF THIS
ARTICLE, PROVIDED, HOWEVER, THAT AN ADDITIONAL ANNUAL SERVICE CHARGE OF
FIFTEEN DOLLARS SHALL BE CHARGED FOR SUCH PLATE. PROVIDED, HOWEVER, THAT
ONE YEAR AFTER THE EFFECTIVE DATE OF THIS SECTION FUNDS IN THE AMOUNT OF
SIX THOUSAND DOLLARS, OR SO MUCH THEREOF AS MAY BE AVAILABLE, SHALL BE
ALLOCATED TO THE DEPARTMENT TO OFFSET COSTS ASSOCIATED WITH THE
PRODUCTION OF SUCH LICENSE PLATES.
S 2. This act shall take effect immediately.
