BILL NUMBER:S1385 TITLE OF BILL: An act to amend the public service law, in relation to requiring utility companies to include a notice of public hearings concerning rate increases PURPOSE OF BILL: This legislation requires utility companies to post notification of date and place of proposed hearings concerning rate hikes on the monthly bills. JUSTIFICATION: Utility rate hikes over the years have been the subject of tremendous controversy. Many consumers feel that the present system of notification is inadequate and that the most common method of notification occurs after the fact via the media or the actual increase in the monthly payment. This legislation is intended to address the issue of inadequate notification by requiring utility companies to post the date and place of the hearings on the customer's bill for service. This is a more appropriate method of notifying consumers so that they may plan to attend the hearing or submit comments. AN ACT to amend the public service law, in relation to requiring utility companies to include a notice of public hearings concerning rate increases
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM BLY, DO ENACT AS FOLLOWS:
Section 1.
Section 44 of the public service law is amended by adding a new subdivision 6 to read as follows:
6. EVERY UTILITY CORPORATION SHALL INCLUDE ON THEIR BILLS SENT TO THEIR CUSTOMERS ADVANCE NOTICE OF THE DATE AND PLACE OF ANY AND ALL PUBLIC HEARINGS, INCLUDING BUT NOT LIMITED TO HEARINGS BEFORE THE COMMISSION, CONCERNING PROPOSED INCREASES IN RATES OF SUCH UTILITY CORPORATION KNOWN TO SUCH UTILITY CORPORATION AT THE TIME OF THE PREPA RATION OF SUCH BILLS.
