BILL NUMBER:S1475 TITLE OF BILL: An act to amend the general city law, in relation to the review of construction plans by cities PURPOSE OR GENERAL IDEA OF BILL: This bill requires all cities to employ persons to review any plans for construction or reconstruction on structures within its boundary. JUSTIFICATION: This bill will require that all cities retain the responsibility for approving plans for residential building projects. Currently, in the city of New York the commissioner is permitted to accept plans from architects and engineers who are in good standing with the department if they sign the plans as complying with the building code and zoning resolution. This policy has proven to be faulty. This bill will put the responsibility for approving these plans back in the hands of the city employees in all cities of the State.
