TITLE OF BILL :
An act to amend the agriculture and markets law, in relation to establishing a toll-free hotline to report animal fighting
To establish a toll-free hotline that can be used by individuals to report instances of animal fighting.
SUMMARY OF PROVISIONS :
Section 1 -- Adds a section 351-a to the Agriculture and Markets Law directing the Division of Criminal Justice Services Commissioner to establish a toll-free hotline that can be used to report instances of animal fighting. Information obtained from use of the hotline will be shared with the appropriate law enforcement authority and the Society for the Prevention of Cruelty to Animals.
Section 2 -- Effective date.
As we have seen with the recent case of celebrated National Football League quarterback Michael Vick, animal fighting is a serious problem affecting communities throughout the nation. Animal fighting is a disgusting activity, and our state officials must do their part to eliminate it from the Empire State.
This legislation establishes a toll-free hotline, to be operated by the Division of Criminal Justice Services, that will allow citizens to anonymously report instances of animal fighting. This hotline make it easier for authorities to receive information on this illegal activity, which is often shielded from public view. If enacted into law, this legislation will greatly enhance New York State's efforts to eliminate this very disturbing and disgusting activity.

The agriculture and markets law is amended by adding a new section 351-a to read as follows: S 351-A. ANIMAL FIGHTING HOTLINE. 1. THE COMMISSIONER OF THE DIVISION OF CRIMINAL JUSTICE SERVICES SHALL ESTABLISH AND MAINTAIN A TOLL-FREE STATEWIDE NUMBER FOR USE IN THE INVESTIGATION AND PREVENTION OF ANIMAL FIGHTING IN VIOLATION OF SECTION THREE HUNDRED FIFTY-ONE OF THIS ARTI- CLE. SUCH TOLL-FREE NUMBER MAY BE USED BY PERSONS TO REPORT OBSERVATIONS OR KNOWLEDGE OF PERSONS ENGAGING IN CONDUCT SPECIFIED IN SECTION THREE HUNDRED FIFTY-ONE OF THIS ARTICLE. 2. INFORMATION CONCERNING ANIMAL FIGHTING ACTIVITY OBTAINED FROM USE OF THE TOLL-FREE NUMBER SHALL BE TRANSMITTED TO THE APPROPRIATE STATE OR LOCAL POLICE DEPARTMENT AND/OR TO THE SOCIETY FOR THE PREVENTION OF CRUELTY TO ANIMALS (SPCA) IN THOSE COUNTIES WHERE SPCAS HAVE PEACE OFFI- CERS AUTHORIZED TO ENFORCE THE PROVISIONS OF THIS ARTICLE. IN ACCORDANCE WITH REGULATIONS PROMULGATED BY THE COMMISSIONER, THE DIVISION OF CRIMI- NAL JUSTICE SERVICES SHALL PREPARE AN ANNUAL REPORT WHICH PROVIDES INFORMATION CONCERNING THE NUMBER, LOCATION AND NATURE OF THE CALLS RECEIVED ON THE ANIMAL FIGHTING HOTLINE. THE ANNUAL REPORT SHALL BE PUBLISHED ON THE DIVISION OF CRIMINAL JUSTICE'S WEBSITE. S 2.
