TITLE OF BILL:
An act
to amend the social services law, in relation to the creation by each
social services district of a homeless housing task force

PURPOSE:
To create 10-year task forces in each local social services district
to address long-term and short-term housing for homeless persons in
their counties.

SUMMARY OF PROVISIONS:
A new section (§50-a) is added to create homelessness task forces for
the 58 local services districts (one for each county outside of New
York City and one for New York City). The task force will consist of
members of the community such as representatives of the counties,
towns and communities, human services providers, emergency health
care providers, a homeless or formerly homeless individual, etc. The
task force may then offer recommendations or guidelines regarding the
allocation of funds received from any public or private source.

JUSTIFICATION:
The need to address homelessness in New York State has increased
dramatically. These 10-year homeless housing task forces are needed
in order to alleviate homelessness by addressing the long-term and

short-term housing for homeless persons. After determining the cause
of homelessness in each service district, the task force will be able
to make suggestions and set guidelines to reduce or alleviate
homelessness. Currently, the centralized decision making process of
funding distribution and determining homelessness need assistance by
a single commissioner is neither efficient or accurate. This law
would give the power of fighting homelessness back in the counties
and local communities who are best able to determine distribution of
the needed funds to combat homelessness in their own counties.

AN ACT to amend the social services law, in relation to the creation  by
  each social services district of a homeless housing task force

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The social services law is amended by adding a new  section
50-a to read as follows:
  S  50-A. HOMELESS HOUSING TASK FORCE. 1. EACH SOCIAL SERVICES DISTRICT
IN THE STATE SHALL CREATE A HOMELESS HOUSING TASK  FORCE  TO  DEVELOP  A
TEN-YEAR HOMELESS HOUSING PLAN ADDRESSING SHORT-TERM AND LONG-TERM HOUS-
ING  FOR  HOMELESS PERSONS. SUCH PLAN SHALL INCLUDE GUIDELINES FOR EMER-
GENCY SHELTERS; SHORT-TERM HOUSING;  TEMPORARY  ENCAMPMENTS;  SUPPORTIVE
HOUSING  FOR  CHRONICALLY HOMELESS PERSONS; LONG-TERM HOUSING; STANDARDS
FOR HEALTH AND SAFETY; AND PUBLIC NOTICE REGARDING LOCATION  OF  FACILI-
TIES.
  2.  MEMBERSHIP  ON THE TASK FORCE SHALL INCLUDE REPRESENTATIVES OF THE
COUNTIES, CITIES, TOWNS, HOUSING AUTHORITIES, CIVIL AND FAITH  ORGANIZA-
TIONS,  SCHOOLS,  COMMUNITY  NETWORKS,  HUMAN  SERVICES  PROVIDERS,  LAW
ENFORCEMENT  PERSONNEL,  SUBSTANCE  ABUSE  TREATMENT  PROVIDERS,  MENTAL
HEALTH  CARE  PROVIDERS,  EMERGENCY  HEALTH  CARE PROVIDERS, BUSINESSES,
AT-LARGE REPRESENTATIVES OF THE COMMUNITY, AND A  HOMELESS  OR  FORMERLY
HOMELESS INDIVIDUAL.
  3.  ANY  PLAN  AND  GUIDELINES DEVELOPED BY A SOCIAL SERVICES DISTRICT
HOMELESS HOUSING TASK FORCE SHALL BE CONSISTENT WITH REGULATIONS  APPLI-
CABLE TO PROJECTS PROMULGATED PURSUANT TO TITLE ONE OF THIS ARTICLE.
  4.  EACH  DISTRICT  HOMELESS HOUSING TASK FORCE SHALL MAKE RECOMMENDA-
TIONS BASED ON THE PLAN AND GUIDELINES REGARDING THE ALLOCATION OF FUNDS
RECEIVED FROM ANY PUBLIC OR PRIVATE SOURCE.

  S 2. Paragraphs (c) and (d) of subdivision 2  of  section  50  of  the
social  services  law as amended by chapter 204 of the laws of 1998, are
amended and a new paragraph (e) is added to read as follows:
  (c)  a  description  of  the  manner  in which coordination with other
federal, state, local and privately funded services  will  be  achieved;
[and]
  (d)  a  description  of  how  the  services will be designed to assist
households transition from a reliance on outside interventions and  move
toward housing stability and economic self reliance[.]; AND
  (E)  A  COPY OF THE TEN-YEAR PLAN AND GUIDELINES DEVELOPED BY A SOCIAL
SERVICES DISTRICT HOMELESS TASK FORCE ESTABLISHED  PURSUANT  TO  SECTION
FIFTY-A OF THIS TITLE.
  S 3. This act shall take effect on the one hundred eightieth day after
it  shall have become a law; provided however, that effective immediate-
ly, the commissioner of temporary and disability assistance  is  author-
ized  and  directed  to  add, amend and/or repeal any rule or regulation
necessary for the implementation of this act on its effective date.
