AN ACT to require the office of the mayor of a city with a population of
  one million or more to produce an annual report listing all  compacts,
  memoranda of understanding or other agreements pertaining to any addi-
  tional police services and their associated cost

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1.  In cities with a population of one million  or  more,  the
office  of  the  mayor shall produce a report no later than the first of
April each year listing any compacts  that  are  ongoing  or  have  been
entered into within the preceding 24 months to provide additional police
services.  The  annual  report shall include any policies and procedures
that regulate additional police services, a summary  of  all  additional
police  services  provided,  and the revenue received for any additional
police services.
  S 2. "Additional police services" shall mean services provided by  the
police  department  in  cities  with a population of one million or more
pursuant to memoranda of understanding, private contracts, or any  other
agreement  with an entity other than the government of the city, includ-
ing, but not limited to,  any  agreement  that  requires  reimbursement,
payment  or  transfer  of funds to the government of the city, including
one of its agencies, from another entity, public or private.
  S 3. This act shall take effect immediately.
