TITLE OF BILL: An act authorizing the commissioner of education to develop a teenage parenting skills development demonstration program and making an appropriation therefor

PURPOSE OR GENERAL IDEA OF BILL: The purpose of this legislation is to authorize the Commissioner of Education and, the Commissioner of Social Services to develop a teenage parenting demonstration program within three school districts in New York State, one of them being in the City of New York.

JUSTIFICATION: The escalating teenage pregnancy rate is a cause for serious concern for all New Yorkers. Many young people are choosing to keep their babies and are finding that they are ill equipped to handle the complexities and the challenges of parenting while they are still children themselves. It is disheartening to be in this position often with little or no family support. The frustrations of daily life coupled with the difficulties of a newborn can be extremely stressful.

Basic child care and life skills education programs can go a long way to reduce stress of raising a child and increase the confidence and coping skills of young parents. Contact with other young people in the same situation will also provide a sense of community from which to draw strength and encouragement. The goal of this legislation is to inform young parents on how to go about raising a child and how to deal with the stress that comes along with it.

PRIOR LEGISLATIVE HISTORY: This legislation was first introduced in 19S5.

FISCAL IMPLICATION: This legislation appropriates $100,000 to the Commissioner of Education.

EFFECTIVE DATE: This act shall take effect immediately.

ESPAILLAT -- read twice and ordered printed, and when printed to be committed to the Committee on Finance AN ACT authorizing the commissioner of education to develop a teenage parenting skills development demonstration program and making an appropriation therefor THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The commissioner of education, in consultation with the commissioner of the office of children and family services, shall devel- op a teenage parenting skills development demonstration program. Such program shall be conducted in three school districts in the state, with one being in the city of New York. S 2. The goals of this demonstration program will be to teach teen parents their responsibilities and make them aware of the resources which are available to them. In addition, the program will provide an education in the basic skills of parenting, the particular aspects of which education are to be determined by the department of education in conjunction with the office of children and family services. The program will also bring together different teenage parents for the purpose of learning from each other and building a support network. S 3. The sum of one hundred thousand dollars ($100,000), or so much thereof as may be necessary, is hereby appropriated to the commissioner of education from any moneys in the state treasury in the general fund to the credit of the state purposes account, not otherwise appropriated, for the purposes of carrying out the provisions of this act. Such moneys shall be payable on the audit and warrant of the comptroller on vouchers certified or approved by the department of education in conjunction with the office of children and family services in the manner prescribed by law.
S 4. The commissioner of education shall report to the legislature within three years after this act shall have become a law on the demon- stration program authorized by section one of this act along with recom- mendations for establishing such a program on a statewide level. S 5. This act shall take effect immediately.
