AN  ACT  authorizing  the commissioner of education to develop a teenage
  parenting skills  development  demonstration  program  and  making  an
  appropriation therefor

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The commissioner of education,  in  consultation  with  the
commissioner of the office of children and family services, shall devel-
op  a  teenage  parenting skills development demonstration program. Such
program shall be conducted in three school districts in the state,  with
one being in the city of New York.
  S  2.  The  goals  of this demonstration program will be to teach teen
parents their responsibilities and make  them  aware  of  the  resources
which  are  available  to them. In addition, the program will provide an
education in the basic skills of parenting, the  particular  aspects  of
which  education  are to be determined by the department of education in
conjunction with the office  of  children  and  family  services.    The
program  will  also  bring  together  different  teenage parents for the
purpose of learning from each other and building a support network.
  S 3. The sum of one hundred thousand dollars ($100,000),  or  so  much
thereof  as may be necessary, is hereby appropriated to the commissioner
of education from any moneys in the state treasury in the  general  fund
to the credit of the state purposes account, not otherwise appropriated,
for  the  purposes  of  carrying  out the provisions of this act.   Such
moneys shall be payable on the audit and warrant of the  comptroller  on
vouchers  certified  or  approved  by  the  department  of  education in
conjunction with the office of  children  and  family  services  in  the
manner prescribed by law.
