BILL NUMBER:S193 TITLE OF BILL: An act to amend the environmental conservation law, in relation to providing for lifetime sportsman license for honorably discharged, disabled veterans PURPOSE: To allow honorably discharged disabled veterans to purchase a lifetime sportsman license at a reduced rate. SUMMARY OF PROVISIONS: Section one allows honorably discharged veterans who are certified as having a forty-percent or greater service-connected disability to purchase a lifetime sportsman license for a twenty dollar fee. Section two provides the effective date. JUSTIFICATION: Current law allows disabled veterans to purchase a sportsman license which is renewable each year for a five dollar fee. Although the current law provides for a reduced rate, annual renewal places an undue burden on those who have sacrificed so that we may enjoy our safety and personal freedoms. In recognition of their dedication and service to our country, this act would enable honorably discharged disabled veterans to purchase a life-time sportsman license for a

Subdivision 1 of section 11-0702 of the environmental conservation law, as amended by chapter 507 of the laws of 2010, is amended to read as follows: 1. There are hereby created the following lifetime hunting, fishing, trapping, archery and muzzle-loading licenses and fees therefor subject to the same privileges and obligations of a comparable short term license: Licenses Fees a. Lifetime sportsman license and turkey permit. If purchased, for a child four years of age or younger $380.00 for a child age five through eleven years of age $535.00 for a person age twelve through sixty-nine years of age $765.00 EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
