BILL NUMBER:S2013 TITLE OF BILL: An act to amend the vehicle and traffic law, in relation to certain registrations of vehicles PURPOSE: This bill will ease the vehicle registration process for the agricultural industry by extending the length of seasonal permits and assuring that all compliant vehicles will receive a permit. SUMMARY OF PROVISIONS: Section 1. Amends the eighth undesignated paragraph of paragraph (f) of subdivision 15 of section 385 of the vehicle and traffic law by replac- ing "may" with "shall," and extending the seasonal agricultural permit from "four consecutive months" to "from the first of April to the elev- enth of November." Section 2. Effective date. EXISTING LAW: Currently, the department of transportation can deny a vehicle a seasonal agricultural permit even if such vehicle otherwise complies with this section. Also, a seasonal agricultural permit can only be valid for four consecutive months. JUSTIFICATION: The need for a seasonal agricultural permit extends longer than the current four month limit. A more realistic duration would be from April until November. Also, there is no reason for the department of transportation to deny a seasonal agricultural permit if the vehicle otherwise complies with this section of law. LEGISLATIVE HISTORY: New Bill. FISCAL IMPLICATIONS: None. EFFECTIVE DATE: Immediately.

AN ACT to amend the vehicle and traffic law, in relation to certain registrations of vehicles
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM BLY, DO ENACT AS FOLLOWS:
Section 1. The eighth undesignated paragraph of paragraph (f) of subdivision 15 of section 385 of the vehicle and traffic law, as amended by section 4 of part C of chapter 59 of the laws of 2004, is amended to read as follows:
The department of transportation [may] SHALL issue a seasonal agricul tural permit in accordance with subparagraphs (i), (ii) and (iii) of this paragraph that will be valid [for four consecutive months] FROM THE FIRST OF APRIL TO THE ELEVENTH OF NOVEMBER with a fee equal to one-half the annual permit fees established under this subdivision.
