Requires the Department of Transportation to issue seasonal agricultural permits for oversize vehicles.
TITLE OF BILL: An act to amend the vehicle and traffic law, in relation to certain registrations of vehicles
PURPOSE: This bill will ease the vehicle registration process for the agricultural industry by extending the length of seasonal permits and assuring that all compliant vehicles will receive a permit.
SUMMARY OF PROVISIONS:
Section 1. Amends the eighth undesignated paragraph of paragraph (f) of subdivision 15 of section 385 of the vehicle and traffic law by replacing "may" with "shall," and extending the seasonal agricultural permit from "four consecutive months" to "from the first of April to the eleventh of November."
Section 2. Effective date.
EXISTING LAW: Currently, the department of transportation can deny a vehicle a seasonal agricultural permit even if such vehicle otherwise complies with this section. Also, a seasonal agricultural permit can only be valid for four consecutive months.
JUSTIFICATION: The need for a seasonal agricultural permit extends longer than the current four month limit. A more realistic duration would be from April until November. Also, there is no reason for the department of transportation to deny a seasonal agricultural permit if the vehicle otherwise complies with this section of law.
LEGISLATIVE HISTORY: New Bill.
FISCAL IMPLICATIONS: None.
EFFECTIVE DATE: Immediately.
