TITLE OF BILL: An act to amend the state finance law, in relation to furnishing prepared plans and reports
PURPOSE OR GENERAL IDEA OF BILL: This legislation would require state agencies to furnish to the legislature and governor any strategic plans or performance reports prepared during the prior fiscal year.
SUMMARY OF SPECIFIC PROVISIONS: The New York state finance law is amended by adding a new section 14-c to require the head of each state agency, on or before October 15th of each year, to furnish to the governor and legislative fiscal committees any strategic plans and performance reports prepared by the state agency during the prior fiscal year. For the purpose of this section "state agency" shall mean any state department, state university of New York, city university of New York, board, bureau, division, commission, committee, office or other governmental entity performing a governmental or proprietary function for the state, or any combination thereof from the schedule listing such agencies as provided for in subdivision two of section nine hundred fifty-one of the executive law, except any public authority or benefit corporation, the judiciary or the state legislature.
EXISTING LAW: New York State Finance Law is being amended by adding a new Section known as § 14-c that will insure that reports or plans written and developed by New York State Agencies will be distributed to all three branches of government.
JUSTIFICATION: Implementing performance indicators facilitates better discussion among legislators, the public, and agencies about what is working and what is not regarding state programs and policies. Performance measurement can provide useful information about how well services are provided, whether targets are being met, and generally assist in the examination and modification of agency programs. Furthermore, done alongside the management methodology of strategic planning, both strategic planning and performance measurement form a continuous process of setting out missions, goals, objectives, and strategies for attaining desired results (i.e., strategic planning), and measuring the accomplishments and determining if the plans arc reaching their targets (i.e., performance measurement). Some agencies have started to employ these techniques. To ensure the legislature and governor are receiving all state government entities' strategic plans and performance reports, legislation follows to require any plans and reports to be submitted to the legislature
