TITLE OF BILL: An act to amend the public authorities law, in relation to allowing two automatic free transfers for riders using pay-per-ride Metrocards

PURPOSE: To ensure that riders of the MTA mass-transit system do not incur extra costs due to recent cuts in service.

SUMMARY OF PROVISIONS:

Section 1 amends the public authorities law by adding a new section, 1277-b, that defines the meaning of the term "pay-per-ride MetroCard" for the purpose of the section, and requires two automatic free transfers between subway and bus or between busses be applied to each use of the card.

Section 2 sets the effective date.

EXISTING LAW: Currently, the MTA determines whether Metrocard holders will be entitled to a free transfer.

JUSTIFICATION: Currently, upon purchasing a pay-per-ride MetroCard, the rider is allowed one automatic free transfer per fare. Unfortunately, due to recent cutbacks in services and the outright elimination of various bus and subway lines, some riders now must purchase two fares to make their daily commute. Essentially the MTA has imposed new fares on riders who have enough trouble paying for one fare. The burden shouldn't be passed on to riders in these affected areas, This bill would ensure that no commuter or rider suffers due to cutbacks in service that already add time and stress to a commute.

GOLDEN -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT to amend the public authorities law, in relation to allowing two automatic free transfers for riders using pay-per-ride Metrocards THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The public authorities law is amended by adding a new section 1277-b to read as follows: S 1277-B. TRANSFERS ALLOWED FOR PAY-PER-RIDE METROCARD USERS. THE METROPOLITAN TRANSPORTATION AUTHORITY (MTA) AS DEFINED UNDER SECTION TWELVE HUNDRED SIXTY-THREE OF THIS TITLE SHALL BE REQUIRED TO PROVIDE RIDERS WITH PAY-PER-RIDE METROCARDS TWO AUTOMATIC FREE TRANSFERS BETWEEN SUBWAY AND BUS, OR BETWEEN BUSES. FOR THE PURPOSE OF THIS SECTION PAY-PER-RIDE METROCARDS SHALL MEAN CARDS SOLD WHERE PURCHASERS PAY FOR INDIVIDUAL RIDES FOR TRAVEL ON THE NEW YORK CITY SUBWAY SYSTEM; NEW YORK CITY TRANSIT BUSES, INCLUDING ROUTES OPERATED BY OTHER OPERATORS UNDER CONTRACT TO THE MTA; MTA BUS, AND MTA LONG ISLAND BUS SYSTEMS; THE PATH SUBWAY SYSTEM; THE ROOSEVELT ISLAND TRAM; AIRTRAIN JFK; AND WESTCHESTER COUNTY BEE-LINE BUS SYSTEM ON WHICH THE CUSTOMER ELECTRONICALLY LOADS FARES WHETHER THE CARD IS SOLD BY THE METROPOLITAN TRANSPORTATION AUTHORITY, ANY OF SUCH AUTHORITIES AUTHORIZED AGENTS, NEIGHBORHOOD MERCHANTS OR PURCHASED THROUGH ANY EMPLOYER TRANSIT PROGRAMS. S 2. This act shall take effect immediately.
