BILL NUMBER:S2120 TITLE OF BILL: An act to amend the state finance law, in relation to returning the aid to localities payments for eligible municipalities in which video lottery gaming facilities are located to the 2008-2009 state fiscal year levels; and to amend chapter 53 of the laws of 2012, enacting the Aid to Localities budget, in relation to payments of aid to eligible municipalities in which video lottery gaming facilities are located PURPOSE: To restore funding to municipalities that host the seven upstate video lottery gaming facilities. SUMMARY OF SPECIFIC PROVISIONS: Section 1 of the bill states that the aid to municipalities with video lottery gaming facilities should be restored to the 2008-2009 funding level. Section 2 Increases Local Government Assistance in the general fund, all funds, and schedule by $7,634,654. JUSTIFICATION: Since the enactment of the 2008-2009 budget aid to municipalities affected by this legislation have been cut approximately 60a placing a financial strain to make up for this shortfall. The majority of these cuts took place in the 08-09 and 09-10 budget. At the same time the City of Yonkers was cut by 2%.

GRISANTI, BONACIC, FARLEY, GALLIVAN, GRIFFO, LIBOUS, MARCHIONE, NOZZOLIO -- read twice and ordered printed, and when print- ed to be committed to the Committee on Finance AN ACT to amend the state finance law, in relation to returning the aid to localities payments for eligible municipalities in which video lottery gaming facilities are located to the 2008-2009 state fiscal year levels; and to amend chapter 53 of the laws of 2012, enacting the Aid to Localities budget, in relation to payments of aid to eligible municipalities in which video lottery gaming facilities are located THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Paragraph b of subdivision 2 of section 54-l of the state finance law, as added by section 1 of part J of chapter 57 of the laws of 2011, is amended to read as follows: b. Within the amounts appropriated therefor, eligible municipalities shall receive an amount equal to [forty-five percent of] the state aid payment received in the state fiscal year commencing April first, two thousand eight from an appropriation for aid to municipalities with video lottery gaming facilities, rounded up to the next thousand dollars. S 2. That part, entitled "Miscellaneous -- All state departments and agencies -- Local Government Assistance", of section 1 of chapter 53 of the laws of 2012 entitled "Aid to Localities budget", is amended by adding thereto the items hereinbelow set forth in italics and is amended by deleting therefrom the items hereinbelow set forth in brackets as follows: MISCELLANEOUS -- ALL STATE DEPARTMENTS AND AGENCIES LOCAL GOVERNMENT ASSISTANCE AID TO LOCALITIES 2012-13 For payment according to the following schedule: EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets
