AN  ACT to amend the state finance law, in relation to returning the aid
  to localities payments for  eligible  municipalities  in  which  video
  lottery  gaming  facilities  are located to the 2008-2009 state fiscal
  year levels; and to amend chapter 53 of the laws of 2012, enacting the
  Aid to Localities budget, in relation to payments of aid  to  eligible
  municipalities in which video lottery gaming facilities are located

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1.  Paragraph b of subdivision 2 of section 54-l of the  state
finance  law,  as added by section 1 of part J of chapter 57 of the laws
of 2011, is amended to read as follows:
  b. Within the amounts appropriated therefor,  eligible  municipalities
shall  receive  an amount equal to [forty-five percent of] the state aid
payment received in the state fiscal year commencing  April  first,  two
thousand  eight  from  an  appropriation  for aid to municipalities with
video lottery  gaming  facilities,  rounded  up  to  the  next  thousand
dollars.
  S  2.  That part, entitled "Miscellaneous -- All state departments and
agencies -- Local Government Assistance", of section 1 of chapter 53  of
the  laws  of  2012  entitled  "Aid to Localities budget", is amended by
adding thereto the items hereinbelow set forth in italics and is amended
by deleting therefrom the items hereinbelow set  forth  in  brackets  as
follows:
           MISCELLANEOUS -- ALL STATE DEPARTMENTS AND AGENCIES

                       LOCAL GOVERNMENT ASSISTANCE

                        AID TO LOCALITIES 2012-13

For payment according to the following schedule:

AN ACT to amend the state finance law, in relation to returning the  aid
