BILL NUMBER:S215 TITLE OF BILL: An act to amend the public authorities law, in relation to requiring the New York state energy research and development authority to establish the energy efficiency portfolio standard and approving programs PURPOSE: The purpose of this legislation is to collect data on the effectiveness of energy efficiency grants awarded by the New York State Energy Research and Development Authority (NYSERDA) through. SUMMARY OF PROVISIONS: This legislation amends the public authorities law by adding a new section, 1873. JUSTIFICATION: The New York State Energy Research and Development Authority appropriates grant funding to recipients in New York State to achieve energy efficiency savings through capital improvements or other energy saving measures. In our current climate of economic uncertainty, New York State cannot afford to spend money on projects that fail to meet their objectives; in this case, reduction in energy consumption. The report delivered through this legislation will allow policy makers to evaluate the effectiveness of these grants, and if necessary, to make adjustments to the process of awarding these funds. MAZIARZ -- read twice and ordered printed, and when printed to be committed to the Committee on Energy and Telecommuni- cations AN ACT to amend the public authorities law, in relation to requiring the New York state energy research and development authority to establish the energy efficiency portfolio standard and approving programs THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The public authorities law is amended by adding a new section 1873 to read as follows: S 1873. EXAMINATION AND REPORTING OF ENERGY EFFICIENCY GRANT RECIPI- ENTS; REQUIRED. THE AUTHORITY SHALL SUBMIT TO THE GOVERNOR, THE SPEAKER OF THE ASSEMBLY, THE TEMPORARY PRESIDENT OF THE SENATE, THE CHAIR OF THE STATE ENERGY PLANNING BOARD, THE CHAIR OF THE ASSEMBLY ENERGY COMMITTEE, THE RANKING MINORITY MEMBER OF THE ASSEMBLY ENERGY COMMITTEE, THE CHAIR OF THE SENATE ENERGY AND TELECOMMUNICATIONS COMMITTEE, THE RANKING MINORITY MEMBER OF THE SENATE ENERGY AND TELECOMMUNICATIONS COMMITTEE, THE CHAIR OF THE ASSEMBLY CORPORATIONS, AUTHORITIES AND COMMISSIONS COMMITTEE, THE RANKING MINORITY MEMBER OF THE ASSEMBLY CORPORATIONS, AUTHORITIES AND COMMISSIONS COMMITTEE, THE CHAIR OF THE SENATE CORPO- RATIONS, AUTHORITIES AND COMMISSIONS COMMITTEE, THE RANKING MINORITY MEMBER OF THE SENATE CORPORATIONS, AUTHORITIES AND COMMISSIONS COMMITTEE AND THE CHAIR OF THE RENEWABLE ENERGY SUBCOMMITTEE IN THE ASSEMBLY A COPY OF THE ANNUAL REPORT THE AUTHORITY IS REQUIRED TO PRODUCE TO COMPLY WITH THE PUBLIC SERVICE COMMISSION ORDER ESTABLISHING THE ENERGY EFFI- CIENCY PORTFOLIO STANDARD AND APPROVING PROGRAMS.
