AN ACT to amend the family court act, in relation to establishing proce-
  dures for the termination of parental rights upon the application of a
  parent or guardian

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The family court act is amended by adding a new article 6-A
to read as follows:
                               ARTICLE 6-A
                PERMANENT TERMINATION OF PARENTAL RIGHTS
                UPON APPLICATION OF A PARENT OR GUARDIAN

GUARDIAN FOR THE TERMINATION OF THE RIGHTS OF A  RESPONDENT-PARENT  UPON
