BILL NUMBER:S2306 TITLE OF BILL: An act to amend the vehicle and traffic law, in relation to the distinctive gift of life license plates PURPOSE: To update the language on the distinctive donate life license plates. SUMMARY OF PROVISIONS: Section 1. Amends subdivision 1 of section 404-u of the vehicle and traffic law to change the words on the distinctive gift of life license plates from "Life Pass It On" to "Donate Life New York State" and "Be an Organ & Tissue Donor." Section 2. Effective date. JUSTIFICATION: New York State currently ranks 50th in donor designation share in the nation, with only 20% of its population enrolled in the NYS donate Life Registry, while it has the third highest need for transplantable organs. CARLUCCI -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT to amend the vehicle and traffic law, in relation to the distinc- tive gift of life license plates THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 1 of section 404-u of the vehicle and traffic law, as added by chapter 415 of the laws of 2003, is amended to read as follows: 1. Any person residing in this state shall upon request be issued a distinctive license plate bearing the words ["Life Pass It On"] "DONATE LIFE NEW YORK STATE" AND "BE AN ORGAN & TISSUE DONOR". Application for said license plates shall be filed with the commissioner in such form and detail as the commissioner shall prescribe. S 2. This act shall take effect on the one hundred eightieth day after it shall have become a law; provided, however, that effective immediate- ly, the addition, amendment and/or repeal of any rule or regulation necessary for the implementation of this act on its effective date is authorized and directed to be made and completed on or before such effective date.
