TITLE OF BILL: An act to amend the vehicle and traffic law, in relation to increasing fines for throwing refuse on highways and adjacent lands
PURPOSE: To create a greater deterrent to littering on New York highways and adjacent lands.
SUMMARY OF PROVISIONS:
Section one amends the vehicle and traffic law to increase the current fine of $350 to $700 for the first offense and from $700 to $1,400 for the second offense.
JUSTIFICATION: New York's roadways continue to become littered despite the fines currently under existing law. Increasing these fines will act as a greater deterrent to these acts.
