BILL NUMBER:S2325 TITLE OF BILL: An act to amend the vehicle and traffic law, in relation to issuance of distinctive plates for Catholic War Veterans of America PURPOSE OR GENERAL IDEA OF BILL: Provides for issuance of distinctive plates to "Catholic War Veterans of America." SUMMARY OF PROVISIONS: Amends the vehicle and traffic law by adding a new section 404-x providing a distinctive plate to members of the Catholic War Veterans of America. JUSTIFICATION: First incorporated under the laws of the State of New York in 1935, Catholic War Veterans of the united States of America has been recognized by the Veterans Administration since 1940. Their mission is one of service and education; they strive to help veterans and their families, and to help promote national awareness of the unique problems and needs of many veterans and their surviving family members. Catholic War Veterans are justifiably proud of their participation in combat and should have the opportunity, like countless others who have served our country, to demonstrate that pride. Many other veterans' organizations are currently recognized with their own distinctive plates. These include:* American Legion,* Jewish War Veterans of America,* Korean War Veterans, * Marine Corps Reserve, * Marine Corps League, * Navy Reserve, * Veterans of Foreign Wars, * Vietnam Veterans, and * Veterans of World War II The issuance of distinctive license plates is a small but impor- tant way to recognize the contributions of the Catholic War Veterans in conflicts large and small, as well as their service to their fellow veterans in war and peace. EFFECTIVE DATE: This act shall take effect on the first of April next succeeding the date it shall have become a law.

AN ACT to amend the vehicle and traffic law, in relation to issuance of
distinctive plates for Catholic War Veterans of America
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. The vehicle and traffic law is amended by adding a new
section 404-x to read as follows:
S 404-X. DISTINCTIVE PLATES FOR MEMBERS OF THE CATHOLIC WAR VETERANS
OF AMERICA. 1. ANY MEMBER OF THE CATHOLIC WAR VETERANS OF AMERICA RESID-
ING IN THIS STATE SHALL, UPON REQUEST, BE ISSUED A LICENSE PLATE BEARING
THE WORDS "CATHOLIC WAR VETERANS OF AMERICA". APPLICATIONS FOR SAID
LICENSE PLATE SHALL BE FILED WITH THE COMMISSIONER IN SUCH FORM AND
DETAIL AS THE COMMISSIONER SHALL PRESCRIBE.
2. THE DISTINCTIVE PLATE AUTHORIZED IN THIS SECTION SHALL BE ISSUED
UPON PROOF, SATISFACTORY TO THE COMMISSIONER, THAT THE APPLICANT IS A
MEMBER OF THE CATHOLIC WAR VETERANS OF AMERICA.
3. A DISTINCTIVE PLATE ISSUED PURSUANT TO THIS SECTION SHALL BE ISSUED
IN THE SAME MANNER AS OTHER NUMBER PLATES UPON PAYMENT OF THE REGULAR
REGISTRATION FEE PRESCRIBED BY SECTION FOUR HUNDRED ONE OF THIS ARTICLE
PROVIDED HOWEVER, THAT AN ADDITIONAL ANNUAL SERVICE CHARGE OF TEN
DOLLARS SHALL BE CHARGED FOR EACH PLATE. SUCH SERVICE CHARGE SHALL BE
TRANSMITTED BY THE COMMISSIONER TO THE COMPTROLLER FOR DEPOSIT INTO THE
DEPARTMENT OF MOTOR VEHICLES DISTINCTIVE PLATE DEVELOPMENT FUND ESTAB-
LISHED BY SECTION NINETY-FIVE-G OF THE STATE FINANCE LAW.
S 2. This act shall take effect on the first of April next succeeding
the date on which it shall have become a law.
