BILL NUMBER:S2464 TITLE OF BILL: An act to amend the education law, in relation to requiring the reporting of the results of English/language arts and mathematics assessments to the person in parental relation to each elementary school pupil who is so assessed PURPOSE: Requires elementary schools to report the results of English/language arts and mathematics assessments to parents of pupils by the last day of classes. SUMMARY OF PROVISIONS: Section one amends the education law by adding new section 3211-b. Section two is the effective date. JUSTIFICATION: New York City uses state test scores as a major factor in determining who must attend summer school. Due to the fact that test results are not released until after summer school decisions are made, students are recommended based on preliminary results. In 2012, 32,868 students in New York City were recommended for summer school. after the state exam results were released, it was discovered that only 25,834 students scored low enough on the state exam to be required to go. AN ACT to amend the education law, in relation to requiring the report ing of the results of English/language arts and mathematics assess ments to the person in parental relation to each elementary school pupil who is so assessed
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM BLY, DO ENACT AS FOLLOWS:
Section 1. The education law is amended by adding a new section 3211-b to read as follows:
S 3211-B. REPORTS OF ENGLISH/LANGUAGE ARTS AND MATHEMATICS ASSESS MENTS. THE RESULTS OF AND THE DEPARTMENT DESIGNATED PROFICIENCY LEVEL OF ANY ENGLISH/LANGUAGE ARTS OR MATHEMATICS ASSESSMENT TEST ADMINISTERED BY A SCHOOL DISTRICT OR SCHOOL TO ANY ELEMENTARY SCHOOL PUPIL SHALL BE REPORTED TO THE PERSON IN PARENTAL RELATION TO SUCH PUPIL ON OR BEFORE THE LAST DAY OF CLASS FOR THE SCHOOL YEAR IN WHICH SUCH TEST WAS ADMIN ISTERED. THE REGENTS AND DEPARTMENT SHALL ESTABLISH AND PROVIDE TO EVERY SCHOOL DISTRICT AND SCHOOL, ON OR BEFORE MAY TWENTIETH, THE FOUR PROFI CIENCY LEVELS FOR EACH GRADE LEVEL OR EACH ASSESSMENT TEST ADMINISTERED TO SUCH GRADE.
