BILL NUMBER:S2495 TITLE OF BILL: An act to amend the vehicle and traffic law, in relation to the issuance of distinctive plates for the United States merchant marine academy at Kings Point PURPOSE OR GENERAL IDEA OF BILL: This bill allows the Department of Motor Vehicles to issue distinctive plates to Alumni of the United States Merchant Marine Academy at Kings Point. SUMMARY OF SPECIFIC PROVISIONS: The bill amends the vehicle and traffic law by adding a new section 404-x that creates a distinctive license plate for Alumni of the United States Merchant Marine Academy at Kings Point. The plate will bear the words "U.S. Merchant Marine Academy at Kings Point". JUSTIFICATION: Kings Point is one of the five Federal service academies and requires a congressional appointment to attend. The United States Merchant Marine Academy is the only institution authorized to carry a battle standard as part of the color guard. The battle standard perpetuates the memory of 142 Academy midshipmen, who during the course of World War II, lost their lives on supply ships sunk by U-boats. In addition, Kings Point is still the only Federal academy that sends its students into theaters of war. This legislation will recognize the brave, and often unrecognized, service men and women who attended the U.S. Merchant Marine Academy at Kings Point and offer a small token of appreciation to those who served our country so valiantly. PRIOR LEGISLATIVE HISTORY: S.7774 of 2010: Referred to Transportation FISCAL IMPLICATIONS: None. EFFECTIVE DATE: This act shall take effect on the 180th day after it shall have become a law.

AN ACT to amend the vehicle and traffic law, in relation to the issuance
of distinctive plates for the United States merchant marine academy at
Kings Point
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. The vehicle and traffic law is amended by adding a new
section 404-x to read as follows:
S 404-X. DISTINCTIVE PLATES FOR THE UNITED STATES MERCHANT MARINE
ACADEMY AT KINGS POINT. 1. ANY PERSON RESIDING IN THIS STATE SHALL, UPON
REQUEST, BE ISSUED A LICENSE PLATE BEARING THE WORDS "U.S. MERCHANT
MARINE ACADEMY AT KINGS POINT". APPLICATION FOR SUCH LICENSE PLATE SHALL
BE FILED WITH THE COMMISSIONER IN SUCH FORM AND DETAIL AS THE COMMIS-
SIONER SHALL PRESCRIBE.
2. A DISTINCTIVE PLATE ISSUED PURSUANT TO THIS SECTION SHALL BE ISSUED
IN THE SAME MANNER AS OTHER NUMBER PLATES UPON PAYMENT OF THE REGULAR
REGISTRATION FEE PRESCRIBED BY SECTION FOUR HUNDRED ONE OF THIS ARTICLE;
PROVIDED, HOWEVER, THAT AN ADDITIONAL ONE TIME SERVICE CHARGE OF TEN
DOLLARS SHALL BE CHARGED FOR SUCH PLATE. SUCH SERVICE CHARGE SHALL BE
DEPOSITED PURSUANT TO THE PROVISIONS OF SECTION FOUR HUNDRED FOUR-OO OF
THIS ARTICLE, TO THE CREDIT OF THE DEPARTMENT'S DISTINCTIVE PLATE DEVEL-
OPMENT FUND ESTABLISHED BY SECTION NINETY-FIVE-G OF THE STATE FINANCE
LAW, AND SHALL BE USED FOR THE PRODUCTION, DESIGN, ADVERTISING AND
MARKETING OF DISTINCTIVE LICENSE PLATES PURSUANT TO SUCH SECTION NINE-
TY-FIVE-G.
S 2. This act shall take effect on the one hundred eightieth day after
it shall have become a law.
