BILL NUMBER:S2643 TITLE OF BILL: An act to repeal subdivision 17 of section 3602 of the education law relating to eliminating the gap elimination adjustment PURPOSE OR GENERAL IDEA OF BILL: This bill would eliminate the GEA rate for 2014-15 and thereafter and provide school districts with the full amount of aid generated by all existing budget funding formulas SUMMARY OF SPECIFIC PROVISIONS: Amends education law, eliminating the GEA for 2014-15 and thereafter and provides school districts with the full amount of aid generated by all existing budget funding formulas. JUSTIFICATION: The GEA was introduced in New York State in 2009-10 under the name of the Deficit Reduction Assessment to partially reduce the state's $10 billion budget deficits. In 2011-12 it was used to enact a $2.56 billion statewide cut in school aid. Over the past three years the GEA has been used to reduce state aid to school districts by $6.35 billion. Subdivision 17 of section 3602 of the education law is REPEALED. S 2. This act shall take effect on the thirtieth day after it shall have become a law.
