BILL NUMBER:S2693
TITLE OF BILL: An act to amend the public authorities law, in
relation to including geothermal energy systems within the meaning of
the term "qualified energy efficiency services" for purposes of
on-bill financing under the power NY act of 2011
PURPOSE OR GENERAL IDEA OF THE BILL:
This bill includes geothermal energy systems within the meaning of the
term "qualified energy efficiency services" for the purposes of
on-bill financing under the power NY act of 2011. This would allow
geothermal technology to receive funding under Public Authorities Law
§ 1896.
SUMMARY OF SPECIFIC PROVISIONS:
Paragraphs m and n of subdivision 12 of section 1891 of the public
authorities law are amended and paragraph o is added to include
geothermal energy systems.
JUSTIFICATION:
Geothermal energy systems provide natural and renewable energy. The
systems do not require the burning of fossil fuels and emit almost no
carbon gases. They are efficient and much better for the environment

AN ACT to amend the public authorities law, in relation to including
geothermal energy systems within the meaning of the term "qualified
energy efficiency services" for purposes of on-bill financing under
the power NY act of 2011
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. Paragraphs (m) and (n) of subdivision 12 of section 1891 of
the public authorities law, paragraph (m) as amended and paragraph (n)
as added by chapter 386 of the laws of 2013, are amended and a new para-
graph (o) is added to read as follows:
(m) fuel switching to convert an electrically-heated building to a
more efficient heating source provided that significant energy cost-sav-
ings can be demonstrated pursuant to standards established by the
authority; [and]
(n) installation of energy technologies eligible for net energy meter-
ing pursuant to section sixty-six-j or sixty-six-l of the public service
law[.]; AND
(O) PURCHASE AND INSTALLATION OF GEOTHERMAL ENERGY SYSTEMS.
S 2. This act shall take effect January 1, 2016.

heat to buildings. Allowing funding from already established funding
sources will increase the use of geothermal energy, systems. This will
create more green jobs and reduce the amount of carbon used to heat
buildings.
