BILL NUMBER:S2839A TITLE OF BILL: An act to amend the soil and water conservation districts law, in relation to authorizing a public information and education program for soil and water conservation districts and preventative and control measures for the spread of invasive species PURPOSE: Authorizes a public information and education program for soil and water conservation districts. SUMMARY OF PROVISIONS: Section 1 of the bill amends Section 9 of the soil and water conservation districts law by adding a new subdivision 16 allowing soil and water conservation districts to undertake an extensive public information and education program to inform and involve other public and private organizations and groups and the general public in the commitment to the principles and practices of preservation and conservation of the soil and water resources of this state and to the policies set forth in section two of the current chapter. Section 2 of the bill provides for an immediate effective date. JUSTIFICATION: Currently, 20% of the State's Soil and Water conservation Districts (SWCDS) have Environmental Educators on staff. Adding Conservation Education to District Law will provide legislative authority to SWCDs for providing this service and recognize conservation education as a practice that can stand alone in the protection of natural resources. Authorizing a public information and education program for SWCDs will also legitimize programs and the value of education as an invaluable tool in preserving and protecting New York's soil, water, and other natural resources. AN ACT to amend the soil and water conservation districts law, in
relation to authorizing a public information and education program for
soil and water conservation districts and preventative and control
measures for the spread of invasive species
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. Section 9 of the soil and water conservation districts law
is amended by adding two new subdivisions 16 and 17 to read as follows:
(16) TO UNDERTAKE AN EXTENSIVE PUBLIC INFORMATION AND EDUCATION
PROGRAM TO INFORM AND INVOLVE OTHER PUBLIC AND PRIVATE ORGANIZATIONS AND
GROUPS AND THE GENERAL PUBLIC IN THE COMMITMENT TO THE PRINCIPLES AND
PRACTICES OF PRESERVATION AND CONSERVATION OF THE SOIL AND WATER
RESOURCES OF THIS STATE AND TO THE POLICIES SET FORTH IN SECTION TWO OF
THIS CHAPTER.
(17) TO CARRY OUT PREVENTATIVE AND CONTROL MEASURES FOR THE SPREAD OF
INVASIVE SPECIES.
