BILL NUMBER:S2918

TITLE OF BILL:  An act to amend the vehicle and traffic law, in relation
to  issuance  of  distinctive  plates for the "75th Anniversary of Ducks
Unlimited"

PURPOSE:  This bill would provide any person  residing  in  this  state,
upon request, a distinctive Ducks Unlimited license plate.

SUMMARY OF PROVISIONS:  The vehicle and traffic law is amended by adding
a  new  section  404-x to create a distinctive license plate to mark the
75th anniversary of the Ducks Unlimited.

JUSTIFICATION:  Last year marked the 75th anniversary of the founding of
Ducks Unlimited. An organization with such a deep and profound impact on
the community and environment in New York deserves  due  recognition  by
the State.

Started  in  1937 during the Dust Bowl when North America's drought-pla-
gued waterfowl populations had plunged to unprecedented lows, the organ-
ization's mission is habitat conservation. With almost 15,000 members in
New York State, Ducks Unlimited has become one of New York's top conser-
vationist organizations.

To date, they have conserved over 44,000 acres of land in New  York  and
spent  over $23 million on projects in the State. Last year alone, Ducks
Unlimited raised over a million dollars for conservation projects.

This legislation would create a distinctive license plate  to  mark  the
75th anniversary of the Ducks Unlimited.

FISCAL IMPLICATIONS: None.

EFFECTIVE DATE:  The first of April next succeeding the date on which it
shall have become law.

AN ACT to amend the vehicle and traffic law, in relation to issuance  of
 distinctive plates for the "75th Anniversary of Ducks Unlimited"
 

THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM
 BLY, DO ENACT AS FOLLOWS:

 

Section 1. The vehicle and traffic law is  amended  by  adding  a  new
 section 404-x to read as follows:

 

S  404-X. DISTINCTIVE PLATES FOR THE "75TH ANNIVERSARY OF DUCKS UNLIM
 ITED". 1. ANY PERSON RESIDING IN THIS  STATE  SHALL,  UPON  REQUEST,  BE
 ISSUED  A  LICENSE  PLATE  BEARING  THE WORDS "75TH ANNIVERSARY OF DUCKS
 UNLIMITED".  APPLICATIONS FOR SAID LICENSE PLATE SHALL BE FILED WITH THE
 COMMISSIONER  IN  SUCH  FORM  AND  DETAIL  AS  THE  COMMISSIONER   SHALL
 PRESCRIBE.
 2. A DISTINCTIVE PLATE ISSUED PURSUANT TO THIS SECTION SHALL BE ISSUED
 IN  THE  SAME  MANNER AS OTHER NUMBER PLATES UPON PAYMENT OF THE REGULAR
 REGISTRATION FEE PRESCRIBED BY SECTION FOUR HUNDRED ONE OF THIS  ARTICLE
 PROVIDED   HOWEVER,   THAT   AN  ADDITIONAL  ANNUAL  SERVICE  CHARGE  OF
 TWENTY-FIVE DOLLARS SHALL BE CHARGED FOR EACH PLATE. SUCH SERVICE CHARGE
 SHALL BE TRANSMITTED BY THE COMMISSIONER TO THE COMPTROLLER FOR  DEPOSIT
 INTO THE DEPARTMENT OF MOTOR VEHICLES DISTINCTIVE PLATE DEVELOPMENT FUND
 ESTABLISHED BY SECTION NINETY-FIVE-G OF THE STATE FINANCE LAW.
 

S  2. This act shall take effect on the first of April next succeeding
 the date on which it shall have become a law.
