BILL NUMBER:S3136A REVISED 04/21/11 TITLE OF BILL: An act to authorize a certain individual to take the competitive civil service examination and be placed on the eligible list for appointment as a full-time police officer for the village of Oxford, county of Chenango SUMMARY OF PROVISIONS: This legislation authorizes the State of New York to allow Ronald Martin, of the village of Oxford in Chenango County, exemption from the age requirements of Civil Service Law Section 58. JUSTIFICATION: The Civil Service Law requires that a full-time competitive police officer be no less than twenty years, and no more than thirty-five years of age. This limits the ability of small municipalities such as Oxford to locate and hire the best full-time police officers available. The village of Oxford currently has open a full-time competitive police officer position. Ronald Martin (Oxford) is a police Academy graduate who is currently serving as a part-time police officer in the Oxford village Department and would qualify as a top-tier candidate for the available position if the age restriction did not disqualify him. Mr. Martin has proven himself as an exceptional police officer and is in great physical shape. Mr. Martin has a reputation that has earned him the full support of the village Board along with the Chief of police in the village of Oxford, yet the village is unable to allow him to obtain full-time status. It has therefore been requested by the village that this legislation be enacted upon by the State in order to afford him the opportunity to be exempt from the age requirements of Civil service Law Section 58, to allow him to take the Civil Service Exam and enter the pool of qualified applicants for the open positions. LEGISLATIVE HISTORY: None. FISCAL IMPLICATIONS: None. EFFECTIVE DATE: This act shall take effect immediately.

AN ACT to authorize a certain individual to take the competitive civil
service examination and be placed on the eligible list for appointment
as a full-time police officer for the village of Oxford, county of
Chenango
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. Notwithstanding the provisions of section 58 of the civil
service law, or any other law to the contrary, Ronald Martin, who has
been continuously employed by the villages of Greene and Oxford, in the
county of Chenango, as a part-time patrolman, shall be eligible to take
the competitive civil service examination for the position of police
officer and shall, contingent upon his score on such examination, be
eligible to be placed on the eligible list for appointment as a full-
time patrolman for the village of Oxford.
S 2. Ronald Martin shall otherwise be subject to the merit and fitness
provisions of the civil service law applicable to full-time police offi-
cers.
S 3. This act shall take effect immediately.
