BILL NUMBER:S3189 TITLE OF BILL: An act to amend the education law, in relation to requiring all teachers to complete training in the area of autism and directing the commissioner of education to assure that such training is included in all teacher certification programs PURPOSE: To require all teachers to receive autism training. SUMMARY OF PROVISIONS: Section 1 removes references to "special education" in subdivision 4 of section 3004 of the education law. Thus requiring all teachers to obtain autism training. Section 2 establishes an effective date. JUSTIFICATION: The National Centers for Disease Control and Prevention estimates that an average of 1 in 110 children in the United States has an autism spectrum disorder (ASD). With the rising prevalence of ASD it is imperative that all teachers be trained to assist in early identifi- cation and intervention. The earlier the students are diagnosed, the sooner life changing treatment can be provided. LEGISLATIVE HISTORY: 2011-2012: S.3416-A -- Education 2009-2010: S.5986/A.8996 Died in Education
