BILL NUMBER:S3525 TITLE OF BILL: An act to amend the public health law, in relation to health care practitioner volunteer pilot programs PURPOSE: This bill would permit the establishment of a pilot program in Nassau County to demonstrate the delivery of free basis primary health care services to uninsured low income individuals by volunteer physicians and other volunteer health care professionals. SUMMARY OF PROVISIONS: Section 1 amends Section 260 of the Public Health Law to include Nassau County to the list of eligible locations for a health care practitioner pilot program. Section 2 is the effective date. EXISTING LAW: Existing law requires that health care services be delivered by an entity licensed by the State Department of Health, such as a hospital, clinic, or doctor's office. Compliance with such licensure requirements places an unneeded administrative burden on small volunteer programs seeking to deliver free care to uninsured low

HANNON -- read twice and ordered printed, and when printed to be committed to the Committee on Health AN ACT to amend the public health law, in relation to health care prac- titioner volunteer pilot programs THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Title V of article 2 of the public health law, as added by chapter 337 of the laws of 2002, section 260 as amended by chapter 84 of the laws of 2006, subdivisions 5 and 6 of section 260 as amended by chapter 225 of the laws of 2008, is amended to read as follows: TITLE V HEALTH CARE PRACTITIONER VOLUNTEER PILOT [PROGRAM] PROGRAMS Section 260. Health care practitioner volunteer [program] PROGRAMS. S 260. Health care practitioner volunteer [program] PROGRAMS. 1. There [is] ARE hereby established in the department [a] health care practi- tioner volunteer [program] PROGRAMS to implement a system by which eligible health care practitioner volunteers and other volunteers may provide free basic primary health care services to uninsured low income individuals. 2. The commissioner is authorized and directed to promulgate such rules and regulations as are necessary to implement the provisions of this title. Such rules and regulations shall enable the health care practitioner volunteer [program] PROGRAMS approved [hereunder] PURSUANT TO THIS TITLE to: (a) provide free basic primary health care services primarily to unin- sured low income individuals; (b) integrate the delivery of such services with the delivery of health care and other supportive services to the target population by other providers in the community; and EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
