S3528-2013 Memo
BILL NUMBER:S3528 TITLE OF BILL: An act to amend the vehicle and traffic law, in relation to prohibiting U turns in school zones during posted hours PURPOSE; The purpose of this bill is to assure that school zones remain safe for students SUMMARY OF PROVISIONS: This bill adds a subdivision b to Section 1161 of the Vehicle and Traffic Law, prohibiting U turns within a posted school zone during posted hours EXISTING LAW: Current law prohibits U turns on curves and at the crest and approach to an incline JUSTIFICATION: This bill is meant to provide more predictable traffic patterns within school zones. School zones provide a buffer zone around areas in which students are more likely to be travelling on foot and in cars. Speed is therefore limited to provide drivers and pedestrians additional time to assess dangers. By limiting the ability of drivers to conduct U turns in such zones, student safety is further enhanced. LEGISLATIVE HISTORY: New bill FISCAL IMPLICATIONS: None EFFECTIVE DATE: 90 days
