BILL NUMBER:S3725

TITLE OF BILL:  An act to amend the highway law, in relation to desig-
nating a portion of the state highway system as the "Christopher J.
Scott Memorial Highway"

PURPOSE:

To designate a portion of the interstate highway system as the "Christo-
pher J. Scott Memorial Highway".

SUMMARY:

Section 1 amends the highway law by adding a new section, 344b in order
that a portion of interstate highway 14A be designated as the "Christo-
pher J. Scott Memorial Highway".

Section 2 directs the commissioner of the department of transportation
to provide for "Christopher] Scott Memorial Highway" signage.

Section 3 provides the enacting clause.

JUSTIFICATION:

This legislation would celebrate the late US Army Specialist Christopher
J. Scott of Dundee, Yates County who was killed September 3, 2011, while
serving in Afghanistan. This designation would pay tribute to
Christopher's life and his service to our State and Country.

FISCAL IMPLICATIONS:

None. Current project costs will cover the signage.

EFFECTIVE DATE:

This act shall take effect immediately.

AN ACT to amend the highway law, in relation to designating a portion of
 the state highway system as the "Christopher J. Scott  Memorial  High
 way"
 

THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM
 BLY, DO ENACT AS FOLLOWS:

 

Section 1. The highway law is amended by adding a new section 344-b to
 read as follows:

 

S 344-B. PORTION OF THE STATE HIGHWAY SYSTEM TO BE DESIGNATED  AS  THE
 "CHRISTOPHER  J.  SCOTT MEMORIAL HIGHWAY". ALL THAT PORTION OF THE STATE
 HIGHWAY SYSTEM CONSTITUTING NEW YORK STATE ROUTE  14A  IN  THE  TOWN  OF
 READING,  COUNTY  OF SCHUYLER, AND IN THE TOWN OF STARKEY AND VILLAGE OF
 DUNDEE, COUNTY OF YATES, FROM ITS JUNCTION AT ITS SOUTHERN TERMINUS WITH
 NEW YORK STATE ROUTE 14, AND PROCEEDING GENERALLY NORTHERLY TO ITS JUNC
 TION WITH PRE EMPTION ROAD, SHALL BE DESIGNATED AND KNOWN AS THE "CHRIS
 TOPHER J. SCOTT MEMORIAL HIGHWAY".
 

S 2. The commissioner of transportation shall provide for the  instal
 lation  and  maintenance of adequate signing of the state highway system
 as designated pursuant to section one of this  act.  However,  to  avoid
 confusion  and  to limit any possible disruption of commerce, the desig
 nation called for pursuant to section one of this act shall  be  one  of
 ceremonial  nature  and  the  official name of such highway shall not be
 changed as a result of this act.
 

S 3. This act shall take effect immediately.
